SUBJECT:
NRC INSPECTION REPORT 50-445/93-30; 50-446/93-30
This refers to the inspection conducted by Mr. D. N. Graves and other
inspectors of this office on Jul,y 11 through August 21, 1993. The inspection
included a review of activities authorized for your Comanche Peak Steam
' Electric Station, Units 1 and 2, facility. At the conclusion of the
inspection, the findings were discussed with you and those members of your
staff identified in the enclosed report.
Areas examined during the inspection are identified in the report.. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress. The results of this inspection are documented.on
pages 1 and 2 in the enclosed report.
One instance was observed where technicians did not utilize test gauges in
accordance with facility procedures. This was -in v.iolation of Technical Specification 6.8.la regarding implementation of procedures. This violation
is not being cited because the criteria in paragraph VII.B.1 of Appendix C to'
10 CFR Part 2 of the NRC's " Rules of Practice," were satisfied. This
violation was viewed as an isolated occurrence and the licensee staff took
prompt and effective actions to correct the problem.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy.of
this letter and its enclosures will be placed in the NRC Public Document Room.
