Dear Mr. Wingo:
On July 23, 1993, I informed you by letter that Nebraska Public Power District (the licensee) had initiated a precautionary shutdown of the Cooper Nuclear Station because of local area flooding. Since then our respective staffs have maintained close contact and consulted frequently regarding the status of offsite emergency preparedness for the Cooper Station.
The licensee has just informed us of plans to restart the Cooper Nuclear Station on or about July 29, 1993. The NRC staff has reviewed the licensee's plant-related restart plans.
Based on discussions with your staff, we understand that, in light of ongoing t
disaster relief operations, the State of Nebraska intends to temporarily coordinate emergency operations from the State E0C/DF0 complex in t.incoln rather than from the Ft. Calhoun or Cooper E0Fs.
Otherwise, we understand that existing plans are applicable and alert and notification systems, evacuation routes, communications, personnel resources, reception centers and general emergency preparedness infrastructures in both Nebraska and Missouri are available in the event of an emergency at the Cooper Nuclear Power Station.
Accordingly, we expect the Cooper Nuclear Station to restart on or about July 29, 1993. We will keep you informed of any significant changes in that schedule.
