ZION NUCLEAR POWER STATION, UNITS 1 AND 2, REQUEST FOR EXEMPTION FROM FIRE PROTECTION REQUIREMENTS OF 10 CFR PART 50, APPENDIX R (TAC NOS. M84354 AND M84355)
In a letter dated August 5,1992, Commonwealth Edison Company (CECO, the licensee) submitted revisions to exemption requests from certain fire protection requirements of 10 CFR Part 50, Appendix R, Section III.G that had been previously granted. The revisions reflected higher in-situ combustible loads in certain fire zones and, in some cases, requested app oval for future e
increases in the combustible loads in certain fire zones.
CECO requested that the staff review and approve combustible loading limits higher than the i
existing in-situ combustible loading because future modifications which may occur at the plant may add combustibles to the fire areas.
The staff can not approve such requests because without knowing the specific type, nature, and geometry of the combustibles, the staff would not have reasonable assurance that an adequate level of fire protection will be maintained. Therefore, the adequacy of the fire protection which was evaluated in the enclosed safety evaluation is based on combustible loading values as they currently exist in the plant as stated in the licensee's Zion Station Fire Protection Report dated September 15, 1992.
In all cases, the staff concluded that in spite of the increased combustible loads, the current plant configuration is still within the acceptable parameters of existing fire protection in each area, and the conclusions IWiC RLE CENTER G8PY I
