SUBJECT:
EXEMPTION TO 15-DAY WAITING PERIOD FOR ISSUANCE OF EXPORT LICENSE XSNM02769 On August 23, 1993 NRC received an export license application (XSNM02769) from Combustion Engineering, Inc., requesting a license to export 1,760.0 kilograms uranium-235 contained in 40,000.0 kilograms uranium enriched to 5.0 w/o maximum in the form of uranium hexafluoride (UF6). The material is for conversion from UF6 to U02 and pelletizing at ABB Atom AB in Sweden and return to the U.S.
On August 31, 1993 the Department of Energy forwarded to the NRC confirmation from the Government of Sweden that the uranium will be subject to the U.S.-
Sweden Nuclear Agreement for Cooperation upon its receipt in Sweden. With this assurance, the staff has concluded that the proposed export meets the requirements of the Atomic Energy Act of 1954, as amended, and would not be inimical to the common defense and security.
The applicant has requested expeditious processing of the license request as the material is ready for immediate shipment and is urgently needed.
In view of the above considerations, the staff issued the export license without the normal 15-day waiting period.
