On April 23, 1993, the. Cities'of;Benton, Conway, North'Little Rock, Osceola,.Prescott, West Memphis-.and l
the Farmers Electric Cooperative Corporation filed' Comments on the application for'the transfer of-ownership of' Gulf States Utilities River Bend Nuclear Power Plant to Entergy. -On July 22, 1993, Arkansas Cities and Cooperative filed their response.to the
'i Commission Staff's request for additional-information j
'concerning proposed and ongoing power supply

transactions.
I.am now in receipt of a letter dated August 17, 1993 from Entergy Corporation and Gulf States Utilities-(Applicants) containing arguments on certain issues raised by the Comments of the parties in this Docket, including Arkansas Cities and Cooperatives and their i
responses to various inquiries of the Nuclear Regulatory Commission's Staff on July 7 and July 9, 1993.
In its letter, the Applicant generally attempts i
to discount all of the issues raised by the Comments filed in this matter.

supplies regardless of existing power purchase obligations to AP&L and to access to the Entergy transmission grid to transmit such purchased power.
Arkansas Cities and Cooperative conducted competitive power supply solicitations and have negotiated, are now negotiating and attempting to negotiate with Gulf States Utilities and others.
The Comment and July 22, 1993, letter specifically detail Arkansas Cities and Cooperative's contacts with GSU.
Applicant failed to discuss in any way the power supply transactions described by Arkansas Cities and Cooperatives to the NRC Staff and have certainly failed to offer the NRC any reason why it should discount the issues rcised by Arkansas Cities and Cooperative..
For the foregoing reasons, the Applicants' response to Arkansas Cities and Cooperative's objections should be disregarded.
The Commission should condition Applicants' Nuclear Plant licenses as necessary to ensure continued competition for wholesale load within Entergy's Transmission System area.
