PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS ON FREQUEN'CY OF ECCS VENTING, V0GTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (TAC NOS. M84527 AND M84528)-

By [[letter::ELV-03832, Application for Amends to Licenses NPF-68 & NPF-81,revising TS SR 4.5.2.b by Changing Frequency for Verifying That ECCS Piping Is Full of Water from Once Per 31 Days to Once Per 6 Months|letter dated September 17, 1992]], you proposed amendments to revise Vogtle Technical Specification 4.5.2.b to decrease the frequency for verifying that the emergency core cooling system (ECCS) piping is full of water from once every 31 days to once every 6 months. You note that this change would reduce radiation exposure to personnel performing these surveillances.

The NRC staff has reviewed the proposed change and, as discussed in the enclosed Safety Evaluation, finds it unacceptable. We find.that gases that could potentially damage ECCS pumps when needed to mitigate an accident continue to be found in nuclear power plants. Although the volume of such gases at Vogtle, to date, have been insufficient to cause an operability concern, gases have been observed in Vogtle ECCS lines since the date of your letter. Moreover, the NRC staff concludes that until the various potential mechanisms for introducing gases into ECCS lines in nuclear power plants are better understood, and appropriate procedures have been implemented and proven to preclude such occurrences, monthly surveillances should be continued.

Accordingly, your proposed amendments are deemed premature and are, therefore, denied. The NRC staff's decision to deny these amendments was discussed with you and other members of your staff on August 4,1993.

A copy of the Notice of Denial of Amendments and Opportunity for Hearing to be published in the Federal Reaister is enclosed for your'information.
