INSPECTION OF MCGUIRE NUCLEAR STATION, UNIT 2, REACTOR VESSEL (TAC NO. M87204)

The Duke Power Company (DPC) conducted a 10-year Inservice Inspection (ISI) for the McGuire Nuclear Station, Unit 2, as required by ths Technical Specifications (TS) and the ASME Code during its end-of-cycle number eight (E0C 8) refueling outage. During this inspection, a longitudinal planar flaw was detected using ultrasonic examination at the lower head-to-ring segment girth weld on the outer wall surface of the reactor vessel as discussed in DPC's August 18, 1993, letter. The indication was determined to exceed the allowable flaw size for acceptance by volumetric examination and to require analytical evaluation in accordance with Section XI of the ASME Code.

b The August 18, 1993, letter also provided attachments describing the calculations and evaluations of the flaw in response to Section XI of the ASME Code, information on the fabrication and inspection history of the weld, and information on the ultrasonic examination results and techniques of l examination. DPC's letter of August 25, 1993, updated the attachments to the August 18, 1993 letter. DPC's letter of August 26, 1993, provided further fracture mechanics analysis regarding uncertainties in the examination techniques. These DPC reports conclude that the reactor vessel is acceptable for continued service for the licensed life of McGuire Nuclear Station, Unit 2 (until March 3, 2023), based on meeting the applicable requirements of the ASME Code. Duke Power also committed to additional inspections of the indication as required by IWB-3122.4(b), and IWB-2420(b) and (c).

Based on the NRC staff's review of this information, we have concluded that i McGuire Nuclear Station, Unit 2, can be safely returned to operation and is l acceptable for continued service subject to meeting the requirements of the ASME Code and the TS as discussed above. A safety evaluation which provides l the basis for the above conclusion will be transmitted under separate cover.
