I.
Day Tank Level NRC Ouestion 1 The day tank currently provides enough fuel for about 30 minutes of EDG operation (instead of one hour as previously committed to) at the point where the fuel transfer pumps begin to replenish the day tank level.
It is the staff's view that 30 minutes is not a sufficient time period to allow the operators to respond should a problem develop.
The current day tank level setpoint requires the fuel oil transfer pumos to cycle only about once every 90 minutes, which is far less than the vendor's limitation of once every 10 minutes.
Therefore, the staff believes that a greater inventory of fuel oil should be maintained in the day tank to provide as much inventory as possible without jeopardizing operability of the' fuel oil transfer pumps.
Given the vendor's limitation of 10 minutes for the frequency of fuel oil transfer pump operation, allowing the pumps to cycle once_every 20 minutes seems i
appropriate.
You are requested to address the staff concern

Emergency Diesel Generator (EDG) operation at full load in I
lieu of the 66 minutes requirement contained in the regulatory guidance.
This level equates to a 10 - 15 minute pump cycling time given failure of one of the transfer pumps.
This.
transfer pump start level change will be implemented prior to l
the end of the fifth refueling outage for Hope Creek Generating Station.

when a fuel oil transfer pump failure has occurred.

PSE&G Response 3 The minimum level required in the day tank will be revised as part of the DCP for the transfer pump start level change.

License Change Request will be submitted prior to the end of the fifth refueling outage to reflect the new required minimum day tank level.

Fuel Oil Storace Tank Capacity NRC Ouestion 1 The Technical Specifications require that you maintain at least 48,800 gallons of fuel in each pair of fuel oil storage tanks.
Since there is about 2,000 gallons of unusable volume in each fuel oil storage tank, the EDG run time calculations should be based on a useable fuel oil storage volume in each tank-pair of 44,800 gallons.
It is not clear to the staff that your calculations are based on this limiting value, and
.i further clarification is required.
PSE&G Response 1 l
The Technical Specification minimum level alarmitakes into account the unusable volume at the bottom of the tank.
The zero reference point for the level alarm is set at 12" from the bottom of the tank.
This ensures that there is a minimum r
of'48800~ gallons of useable fuel oil when'the low level alarm l
is reached-for the fuel oil storage tanks.

Fuel Oil Transfer Between EDGs NRC Ouestion 1 You indicated that diesel fuel can be shared between three EDGs to provide 6 days and 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> of continuous EDG operation.
However, you did not explain specifically how this e
fuel-sharing scheme will be implemented, what controls have been established to ensure success, what actions have been taken to demonstrate this capability and what limitations and-l precautions apply.
Additionally, you have not stated i
specifically how long these three EDGs can operate if this~
fuel transfer capability is not credited (which represents the current situation).
Additional information in this regard is required.
l PSE&G Resoonse 1 Hope Creek Generating Station has installed capability that allows for the ability to transfer fuel from one fuel oil storage tank (FOST) to another.
However, as stated in the Hope Creek SER Section 9.5.4.2, the fuel oil cross tie line is designed as non-seismic Category I, Quality Group D.
In the event that this piping is not available following a design basis accident concurrent with a loss of offsite power, PSE&G proposes to pre-stage the equipment that is necessary to provide contingency transfer capability between FOSTs.
A system walkdown is currently being performed to assure that proper equipment is obtained.
Procedure changes have been implemented to direct the control room operators to contact the Technical Support Center to develop any necessary actions to support the transfer of fuel oil from FOST to FOST.
In the event that the cross tie line is available, there are existing operating procedures for transferring the fuel oil from one FOST to another FOST.
This procedure is l
exercised on a routine basis when new fuel oil is being added 1
to the FOSTs.
With three operable EDGs and with capability to transfer between the FOSTs for all four EDGs, the most limiting EDG will have enough fuel oil to run for greater than 7 days.
As indicated above, with three operable EDGs and with capability.
to transfer between the FOSTs of only the operable EDGs, the most limiting EDG will be able to run for approximately 6 days 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br />.
If no credit is taken for-transferring fuel oil between FOSTs, the most limiting EDG would have,enough fuel oil to run for approximately 6 days 13 hours1.50463e-4 days <br />0.00361 hours <br />2.149471e-5 weeks <br />4.9465e-6 months <br />.

PSE&G Response 2 Transferring fuel from the inoperable EDG fuel oil storage tanks (FOST) to the operating EDG FOST can be performed using-the cross connect line once power is restored to one of the j
fuel oil transfer pumps of the inoperable EDG.
In the event that the cross connect line is not available, fuel oil will be r
transferred as described in above response.
Alternate power can be provided from another operable vital bus by the use of jumper cabling and connectors.
The maximum amount of cable needed is 250 feet based on the longest possible run being from A to D vital bus bays on Diesel Building elevation 130' plus an additional 20 percent.
The cabling that must be used is 3-conductor 12 gauge cable in accordance with Cable Block Diagram E-2550-0, Rev 2.
Six s
connectors may also be required to install this jumper.
Existing breakers are available on the bus.
The cable and-connectors are purchase class-code 1 or 2 which is acceptable for 'Q' applications and meets the FSAR section 3.11 l
I requirements for environmental design of electrical equipment.
This equipment is kept on-site locally with a minimum stock i
of more than two times the amount required for this use.
This equipment can be obtained and installed within one hour.
