SUBJECT: NRC INSPECTION REPORT 50-285/93-17
This refers to the inspection conducted by Mr. R. Lantz of this office and
other personnel identified in this report on July 26 through August 13, 1993.
The inspection included an assessment of the qualifications of individuals who
are licensed to operate your Fort Calhoun Station facility and the licensed
operator requalification or continuing training program. At the conclusion of
'
the inspection, the findings were discussed with you and those members of your
staff identified in the enclosed report.
Areas examined during the inspection are identified in the enclosed report.
Within these areas, the inspection consisted of examination of licensed
operators and evaluation of the licensed operator requalification training
program. The facility evaluators and NRC examiners jointly administered
comprehensive written and operating examinations in accordance with
NUREG-1021, " Operator Licensing Examiner Standards," Revision 7.
The results
of this inspection are documented on pages 1 and 2 in the enclosed report.
Based on the results of this inspection, all of the licensees evaluated
demonstrated adequate competency and have been so informed by letter.
Further, based on these results and the corresponding observations during the
joint administration, the Fort Calhoun Station licensed operator
requalification training program is evaluated as satisfactory in accordance
with NUREG-1021, " Operator Licensing Examiner Standards," Revision 7.
It was also observed, in two separate instances, that an individual reached
across a posted contaminated area boundary, and this was i:' violation of your
Technical Specifications, Section 5.11 for failure to follow procedures. This
violation is not being cited because the critaria in paragraph VII.B.1 of
Appendiv C to 10 CFR 2 of the NRC's " Rules of Prati. ice" were satisfied. The
licensee staff took prompt and effective actions to correct the problem.
