1.0 PURPOSE l
I This procedure define:; the responsibilities and duties of Northeast Utilities (NU) as it i
relates to public information services needed during an incident at the Connecticut l
Yankee or Millstone Nuclear Power Stations and the activation of the Joint Media i'
Center per the memorandum of understanding with the State of Connecticut (Attachment 8.A).

4.0 DEFINITIONS l

i 5.0 RESPONSIBILITIES j
5.1 There are four NIS staff members on-call at all times, each available by j
radiopager. A brief description of these positions follows:
l 5.1.1 Nuclear Public Affairs Duty Officer (NPADO). This individual.
i t
carries a Level I radiopager and receives notification of all nuclear events at Connecticut Yankee and Millstone. The NPADO makes the initial government and media notifications, and coordinates all r
public information functions until relieved by the Emergency News Manager.

The NPADO also performs the non-emergency function of responding to media on weekends and after normal working hours.
5.1.2 Emergency News Manager (ENM). This individual carries a Level 11 radiopager and receives notification of UNUSUAL EVENT or higher classification events at Connecticut Yankee and Millstone. The ENM will report to the State Emergency Operations Center (EOC) at the Hartford Armory within 75 minutes following notification of an ALERT or higher classification event. The ENM directs the overall public information response for NU. The ENM will serve as the NU Official Spokesperson until relieved by the NU Executive Spokesperson, a nuclear management representative.
5.1.3 Corporate Manager of Public Information (CMPI). This individual carries a Level 11 radiopager and receives notification of UNUSUAL EVENT or higher classification events at Connecticut Yankee and Millstone. The CMPI wi!! report to the Berlin EOC within 75 minutes following notification of an ALERT or higher classification event and will coordinate public information activities at NU's General Offices in Berlin.
5.1.4 Site Manager of Public Information (SMPI). This individual carries a Level 11 radiopager and receives notification of UNUSUAL EVENT or higher classification events at Connecticut Yankee and Millstone.
The SMPI will report to the EOF at the affected plant site within 60 minutes following notification of an ALERT or higher classification event and will coordinate public information activities at the site.
5.2 in addition to the above on-call positions, there are other grimary call-in positions staffed by NU personnel necessary to support the public information emergency plan:
5.2.1 NU Executive Spokesperson. A nuclear management representative or their designee. This individual represents NU at Governor's briefings and official news conferences at the State i
EOC and is the only person empowered to make official statements j
on behalf of NU. The ENM will serve as Official Spokesperson durmg the early stages of an event until relieved by the Executive i

l 5.2.2 Rumor and Inquiry Control Liaison. A member of the NIS, this individual reports to the ENM at the State EOC, and coordinates with a State Public Information Officer (PIO) to oversee the operations of the Joint Rumor and Inquiry Control Center.
5.2.3 NU Public Information Liaison. A member of the NIS, this individual reports to the ENM at the State EOC, and serves as a point-of-contact with the State Public Information Organization.
5.2.4 Background Briefers. These individuals are NU nuclear employees

e who cre callsd in to the State EOC to assist the NU Public information staff in providing technical and general nuclear power plant information to the media between official news conferences.
6.0 INSTRUCTIONS t
NOTE: The primary means of communication between the f acilities is NU's All-in-One electronic mail system (VAX) and telephones. Each f acility is equipped with a computer to access this system, as well as dedicated phones between each facility.
j If the VAX is not available, a telecopier can be used as a backup. (Refer to.C for facility phone and telecopier numbers.)
6.1 Nuclear Public Affairs Duty Officer (NPADO) f I
6.1.1 The following actions apply upon receipt of a radiopager notification for a GENERAL INTEREST EVENT, RADIOACTIVE MATERIALS INCIDENT, or UNUSUAL EVENT:
L 6.1.1.1 Phone the ENRS radiopager call-back system using the designated phone number.
6.1.1.2 Complete Attachment 8.D, Nuclear Incident Report Form.
6.1.1.3 Contact the on-call NUSCO Duty Officer and other available sources for additional information, if necessary.

i 6.1.1.4 Make appropriate NU management, government, and media notifications per the " Green Sheet" (see.E for sample). (NOTE: For GENERAL
.i INTEREST EVENTS or UNUSUAL EVENT - Delta One events that occur between the hours of 10:00 p.m. and 7:00 a.m., notifications can be made the followmg morning.) The information provided must be documented in writing.

6.1.1.5 Submit all documentation to the Manager, Nuclear Information.
i 6.1.2 The following actions apply upon rect:ipt of a radiopager notification for an ALERT, SITE AREA EMERGENCY, or GENERAL EMERGENCY:
6.1.2.1 Phone the ENRS radiopager call-back system using the designated phone number.
6.1.2.2 Complete Nuclear incident Report Form on back of l

6.1.2.5 Contact and brief the on-call ENM on the event and all actions taken. Continue to perform all public j
information activities and respond to media inquiries until relieved by the ENM.
6.1.2.6 Complete or arrange for additional notifications to be made to NU management, Federal and State legislators, and nuclear industry contacts per the Additional Notifications form or " Pink Sheet" (see Attachment 8.F.
for sample). Attachment 8.G (located on the back of

the form) should be used for guidance on information provided to each of the individuals notified.

If the Berlin EOC has been activated, communicate with

6.1.2.7 Record initial news release (s) on the NU Voice Mail l

Information" located in the back hallway of the State EOC. It contains all l
NU's equipment and supplies.
l 6.2.1 Phone the ENRS radiopager call-back system using the designated l
phone number.
6.2.2 Report to the State EOC within 75 minutes.
6.2.3 Contact the CMPI for a status report on call-in staffing l

6.2.6 When the public information organization at the State EOC is staffed and operational, declare the Joint Media Center and Rumor and inquiry Control Center activated. Inform the CMPI and SMPI of this.

6.2.7 Once the State ECC has been activated, direct the NPADO where l

6.2.8 Ensure that sufficient copies of NU media kits are available in the Joint Media Center.

6.2.9.1 Represent NU during Governor's briefings.
6.2.9.2 Serve as NU's Official Spokesperson during news conferences.
6.2.9.3 Finalize and issue news releases.
i 6.2.10 The following actions apply following the arrival of the Executive i
Spokesperson at the State EOC:
l 6.2.10.1 Keep the Executive Spokesperson apprised of the status of information released to the media and public.
6.2.10.2 ' Consult with Executive Spokesperson on preparations for news conference.
6.2.10.3 Finalize and submit news releases to Executive Spokesperson for his cognizance. (Refer to Section 6.9.).

l 6.2.14 Respond to requests for information or special briefings from the media by arranging for appropriate speakers or background briefers.
Requests should be accomodated whenever possible. Inform the media of these special briefings times verbally and by postings in the Joint Media Center.
6.2.15 Maintain phone contact with the Berlin EOC and site EOF (s) to keep apprised of the situation at the plant (s). Inform the Executive Spokesperson of any new or updated information.
i 6.2.16 Oversee NU operations at the Joint Media Center and Rumor and Inquiry Control Center. (Refer to Section 6.6.)
6.2.17 Maintain the ENM logbook.
l 6.3 Corporate Manager of Public Information (CMPI)
NOTE: The following actions apply upon receiving a radiopager notification l
for an ALERT, SITE AREA EMERGENCY, or GENERAL EMERGENCY:
l 6.3.1 Phone the ENRS radiopager call-back system using the designated phone number.
6.3.2 Contact the Corporate Communications Department (CCD) Office Services Supmisc4 and have backup and administrative support arranged f ar each f acility. Attachment 8.8 provides a list of all NIS, CCD, Seabrook Public Information, and other NU employees available for call-in support.
If the Office Services Supervisor is not available by telephone, page the individual on-call for CCD support staff (phone number:
1-800-542-5154, Ext. 7182) and have that person arrange for support.
6.3.3 Direct the CCD Offices Services Supervisor to inform these individuals to report to their assigned locations as soon as possib!e.
Figure 7.1 should be used to track on-call and call-in staffing arrangements. Optimally, the following staffing configuration for each f acility will be:

Managers.

r 6.10 Conducting a News Conference 6.10.1 News conferences are held at the direction of the State and take place in the Joint Media Center.
l 6.10.2 The news conference will be moderated by a State PIO, usually the Governor's Press Secretary, who introduces the speakers. The ENM or designee can also serve as motierator.
6.10.3 Briefing order is determined by the moderator, but is normally:

6.10.4 The moderator should open the news conference by introducing the speakers, then announcing the ground rules (who to direct questions to, when they may question, etc.). They should also announce the time frame for the news conference, if there is a deadline.
6.10.5 News conferences should be held as frequently as possible, but should generally follow any major change in status (classification change, change in plant status, change in protective actions, etc.).
If feasible, news releases detailing the change in status should be distributed prior to the news conference.
6.10.6 The times for news conferences should be posted in the Joint Media Center. Every effort should be made to adhere to this

6.10.7 The only individual authorized to speak on behalf of NU at the news conference is the Executive Spokesperson or designee.

6.10.8 Between news conferences, NIS staff and Background Briefers will be available to provide information on general nuclear plant j
subjects, such as radiation health effects, basics of plant l
operation, etc. These individuals should not discuss specifics j
about the event and should refer all questions regarding the event j

6.10.9 Guidelines for providing a briefing on plant status include the following:

Do not speculate about what could happen next. Politely tell the questioner that what matters now is current plant conditions and what plant personnel are doing to return the plant to its normal condition.

Be polite an courteous to all questioners. Address all questions and do not dismiss them as irrelevant.
i Do not allow one individual to dominate the news conference. If one individual is continually asking questions, turn your eyes to other individuals in the room to give them an opportunity to ask a question. If necessary, politely interrupt a persistent questioner to ask if there is anyone else with a question.
l Nonverbal cues are extremely important. Be careful not to project impatience at a question. Be sure that the questioner is finished before beginning to answer the question.
6.10.11 The news conferences should be videotaped by an NIS staff for in-house use and training.

The OEM Operations Officer or designee will report to the Hartford Armory and make ready for l activation both the State Emergency Operations Center (EOC) and the Joint Media Center. In most cases, this can be accomplished within 30 minutes.
I OEM will ensure coordination of Emergency Broadcast System (EBS) messages with news releases, the former being given priority in matters of public safety.

Govemor's Office and State Public Information Officer:
In addition to notification by radiopager, the Governor's Press Secretary or a designee will i
receive a call from the NU Nuclear Public Affairs Duty Officer (NPADO) with additional I
information and a proposed first news release based on best available information. The Press Secretary or e designee will make a notification call to the Governor prior to making any media calls, allowing sufficient time for the NPADO to complete the government notification calls.
The Press Secretary or a designee will notify other State Public Information Officers who immediately will proceed to the Joint Media Center. The Governor's Office will commence the opening of the Joint Media Center and the State EOC.
l As has beea agreed, NU's media comment will deal only with plant-related activities; the State's media comment will deal only with off-site activities (including protective actions).
The Governor's Press Secretary will then report tn the Armory and assume control of Joint Media Center activities.
State Public Information Officers:
l These individuals, assigned by the Governor's Press Secrehy or a designee, will ensure that i
news releases from the State are issued as frequently as needed. In the early stages of the emergency, they will ensure that news conferences are held as frequently as necessary, l

Per a number of agreements with State officials, the NPADO will confirm receipt of radiopager l

be discussed. The NPADO will phone representatives of the DPUC, NRC, and other l
appropriate agencies before making any comment to the media.
i The NPADO will develop an initial news release that specifies the classification of the I
emergency, the nuclear plant involved, and preliminary indications of the nature of the problem. The news release willinform media that a Joint Media Center is being established at l
the Hartford Armory, and willinstruct them to report there for additionalinformation. The i

The news release will be called in to Associated Press.- Additionally, specified local media will j
be notified by the NPADO if so agreed in the call to the Governor's Press Secretary.

functions can be transferred to the Joint Media Center and other emergency facilities.
