This refers to the inspection conducted by Messrs. S. Stasek, R. K. Walton,

J. M. Shine, and W. R. Kropp of this office on July 1, 1993, through

August 13, 1993. The inspection included a review of activities authorized

for your Davis-Besse Nuclear Power Station. At the conclusion of the

inspection, the findings were discussed with those merbers of your staff

identified in the enclosed report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

j

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, certain of your activities appeared to be in violation

i

of NRC requirements. However, as described in the enclosed inspection report,

f

you identified one of the violations. Therefore, that violation will not be

subject to enforcement action because your efforts in identifying and

l

correcting the violation meet the criteria specified in Section Vll.B.2.of the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

i

(Enforcement Policy,10 CFR Part 2, Appendix C). The second violation, which

was NRC identified, was categorized as Severity Level V and is'not being cited

because the criteria specified in Section VII.B.1 of the Enforcement Policy'

was met.
