l During this reporting period, Iowa Electric Light & Power Company (IELP) j conducted 838 drug / alcohol tests in accordance with 10 CFR Part 26.
The breakdown of this testing is:

i MANAGEMENT ACTIONS TAKEN j
During this reporting period, Iowa Electric Light and Power Company (IE) took prompt action in each instance of a FFD concern involvin'j utility or contractor / vendor employees. Access authorization for one utility employee was suspended pending evaluation of potential alcobal abuse i
after the individual reported an arrest for operating aimotor vehicle
~l while intoxicated.
This was the second such offense. The individual was referred to the EAP for assessment and evaluation and a suitable t
treatment program was established. Access was reinstated. The individual was placed in a follow-up testing program. Another utility l
employee success",lly completed a follow-up program after a positive i
random alcohol.

credible information of possible alcohol abuse..The employee's access was suspended pending drug test results. All tests were negative and the employee was favorably reinstated. An applicant for temporary employment by the utility tested positive for THC in a' pre-access test.

applicant for temporary employment tested positive for' alcohol in the screening test but refused to perform the confirmatory test or drug test.

INITIATIVES TAKEN i
An internal QA Audit was conducted during this reporting period, with'no

findings.
New site procedures were adopted which establish an " Administrative Zero" of 0.02 BAC.
This is in accordance with DOT Standards and l
intended to remove concern about the accuracy of very low level results i
of alcohol testing.
Individuals with detectable tests below 0.02 will i
be given cautionary counseling by the FFD Administrator and any other appropriate action will be taken.

" Fitness for Duty Suurnary Report Attachment to DAEC-93-0073 August 31, 1993 EFFECTIVENESS EVALUATION IE's Fitness for Duty Program is achieving a high standard of effectiveness.
Random tests were given to 47.9% of the average population during this reporting period.
There were zero positive results for drugs or alcohol in random tests.
The total positive rate for all testing for this reporting period was one fourth of one percent, significantly lower than the industry average. All of the short term contractors being processed for a refueling during this reporting period had negative pre-access tests.
