SAFETY EVALUATION REGARDING INSERVICE TESTING PROGRAM RELIEF REQUESTS - JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M85220 AND M85221)
By letter dated December 17, 1992, Southern Nuclear Operating Company, Inc.
(SNC), responded to the NRC Safety Evaluation (SE), dated September 17, 1992, regarding several Inservice Test Program (IST) relief requests. The NRC staff's findings with respect to the requests for relief and approval of alternatives proposed as part of the licensee's IST program are contained in the SE dated September 17, 1992, and in the attached SE.
Section 50.55a of 10 CFR authorizes the Commission to approve alternatives or grant relief from the ASME Code requirements upon making the necessary findings.
The staff has determined that approving the requested alternative pursuant to 10 CFR 50.55a(f)(4)(iv) is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest.
In making this determination, the staff has considered the impracticality of performing the required testing and the burden on the licensee if the requirements were imposed.
