i FITNESS FOR DUTY PROGRAM
SUMMARY
During this reporting period, approximately 48.5 percent of the population have been randomly tested. There were no positives to report during this period.

POSITIVE RESULTS:
The Fitness for Duty Program appears to be having a positive impact on the workforce concerning substance abuse.
There were no positive results among j
personnel with access to the protected area.
l MANAGEMENT ACTIONS:

Of the four employees enrolled in follow-up testing during the last j
reporting period, two of them have satisfactorily completed their follow-up programs during this reporting period. Two employees are still enrolled in follow-up testing programs. Although all results have been negative, one test did show the presence of alcohol in an individual.
Entergy 1
Operations, Inc. defines the presence of alcohol as a breath test result showing a BAC between.005% and.039%. The appropriate management was notified and the individual was counseled.
The sitff administering the Fitness for Duty program was decreased by one position due to right-sizing in the Company. The position of Supervisor-Personnel Assurance was eliminated. Supervisory duties were given to a manager position and an individual in the department was appointed as lead.

A EVENTS REPORTED TO THE NUCLEAR REGULATORY COMMISSION (NRC):
On March 30, 1993, an unsatisfactory result from a blind performance sample was returned from Waterford's confirmatory laboratory, Doctors & Physicians Laboratory (DPL). Notification of the event was sent to the NRC on May 25, 1993. A thorough investigation was performed by Entergy and we are i
satisfied that the false negative result was due to a contractual error in the testing methodology used at the confirmatory laboratory coupled with the composition of D and L isomers in the spiked sample.
Entergy is confident that instances similar to the false reporting esncern can be avoided by DPL in the future by strictly following the provisions of the contract.

l PROGRAM WEAKNESSES:
Annual internal audit indicated the need for better documentation of calibration and maintenance data, and better tracking of requirements for the personnel files of the Fitness for Duty staff. These items have been addressed and will be re-audited during the next reporting period.
