License Amendment Application to Revise Technical Specification 3/4.6,4.3, Containment Hydrogen Dilution' System, and Associated Bases Gentlemen:
Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number'NPF-3, Appendix A, Technical Specifications to reflect the changes attached.
Tha proposed changes involve Technical Specification (TS) 3/4.6.4.3, Containment Hydrogen Dilution (CHD) System, and associated TS Bases 3/4.6.4, Combustible Gas Control.
This application completely supercedes the application previously l
submitted on December 21, 1992 (Serial Number 2071). Recent changes to the DBNPS Updated Safety Analysis Report (USAR), due to a revision of the post-LOCA hydrogen generation analysis, affected the Safety Assessment and Significant Hazards Consideration (SASHC) included with.
the previous application. The present application includes a revised l
SASHC, however, the proposed changes to TS 3/4.6.4.3 and TS Bases i
3/4.6.4 remain the same.

This application proposes adding an additional Action statement which vould apply when both containment hydrogen dilution systems are l
inoperable and allov 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to return one of the two inoperable containment hydrogen dilution systems'to operable status or'be in at least Hot Standby within the next six hours.
Presently, if both containment hydrogen dilution systems were to become inoperable, TS 3.0.3 would be entered which requires action to be initiated within one hour to place the plant in a Mode in which the specification does not apply, i.e., Mode 3 (Hot Standby).

This proposed Technical Specification change is acceptable because ample time vould be provided to either restore at least one containment hydrogen dilution system to functionality (depending on the location and nature of the cause for inoperability), or to install an external i
hydrogen recombination system, which under the DBNPS design provides another alternate means of combustible gas control. Related changes are proposed to Bases 3/4.6.4, clarifying the discussion of the containment hydrogen purge system and adding a discussion of the hydrogen recombination system.
This proposed change is plant-specific and does not constitute a generic change to the existing Revision 4 to the Babcock and Vilcox 3
