Dear Mr. Chairman:

Public Law 97-415, enacted on January 4,1983, amended Section 189 of the Atomic Energy Act of 1954 to authorize the Nuclear Regulatory Comission to issue and i

make imediately effective any amendment to an operating license upon a determination by the Comission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Comission of a request for a hearing.

1 In addition, the legislation requires the Comission to periodically (but not less frequently than once every 30 days) publish notice of any amendments issued, or proposed to be issued, under the new authority above.
