SUBJECT:

SEQUOYAH NUCLEAR PLANT (SQN) RESTART PLAN This refers 'to the subject restart plan.

You forwarded the plan to me by letter dated May 20, 1993.

It provides us with some background and a better understanding of the problem areas you intend to address prior to restart of either Sequoyah unit.

The plan addresses six major restart focus areas. They are: Balance of Plant; Operations; Programs; Backlogs; Personnel, Organization, and Culture; and j

Corporate / Site Interface. The plan provides a description of the review processes of the major focus areas. My staff finds your plan acceptable as submitted with the clarifications (to be included in Revision 1 of the restart plan) that have been provided during meetings between your staff and mine.

I expect you to follow your Restart Plan for addressing corrective actions of the identified issues.

My staff will continue to conduct inspections based on the information provided in your Restart Plan.

These inspections will determine if there is reasonable assurance that your activities have been sufficient to return Sequoyah Units 1 and 2 to safe and reliable operation.

l In addition, your activities must provide the NRC with confidence that you have established a process for insuring post restart issues are fully understood, prioritized, and resolved.
