SUBJECT: NRC INSPECTION REPORT NO. 50-313/93-25; 50-368/93-25
This refers to the inspection conducted by Mr. T. O. McKernon of this office
and other personnel identified in the enclosed report from August 2-16, 1995.
The inspection included an assessment of the qualifications of individuals who
are licensed to operate your Arkansas Nuclear One Unit I facility and the
licensed operator requalification or continuing training program. At the
conclusion of the inspection, findings of significance were discussed with
those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of evaluation of the licensed operator
requalification training program by evaluation of the comprehensive written
and operating examinations submitted for review and of licensed individuals by
the use of comprehensive written and operating examinations jointly
.-
administered in accordance with NUREG-1021 " Operator Licensing Examiner
Standards," Revision 7.
The results of this inspection are documented on
pages 1 and 2, in the enclosed report.
Based on these results, all but one of the licensees evaluated demon:trated
adequate competency and have been so informed by letter. Further, based on
these results and the corresponding observations during the joint
administration, the Arkansas Nuclear One facility licensed operator
requalification training program is evaluated as satisfactory in accordance
with NUREG-1021, " Operator Licensing Examiner Standards," Revision 7.
In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy
of this letter and its enclosures will-be placed in the NRC Public Document
Room.
