Dear Mr. Haughney:
Enclosed herein are eight (8) copies of Revision 2 to the NAC-STC Safety Analysis Report (SAR). Nuclear Assurance Corporation (NAC) requests that the NRC Cask Certification Section review the revised SAR and certify the NAC-STC design in - accordance with 10 CFR 71 requirements for Type B(U)F packaging.
The responses prepared by NAC to address the written comments transmitted by Mr.
MacDonald's letter of December 23, 1992 and clarifications that were provided by -
the staff during subsequent meetings are also enclosed separately. This revised NAC-STC SAR reflects the changes in the design and analyses that have been incorporated to respond to the staffs' comments and clarifications.
NAC has performed a comprehensive review of the proprietary data contained in the SAR. As a result of this review, a significant' amount of information is being released for the first time in this revised SAR to facilitate the NRC review of the application.
As a result, a minimal amount of proprietary information is retained as described below to protect NAC's intellectual property
'that would be valuable to competitors.
The SAR is accompanied by an affidavit, appropriately authorized, that specifies that several drawings are proprietary to NAC, and requests that this material be treated as proprietary by the NRC.
Each SAR contains a nonproprietary version of these drawings and the proprietary version in a
- proprietary attachment at the back of the document.
The NAC responses do not L
contain any proprietary information.

the basket design. The tube and disk basket technology has been retained, except g
that the tubes have been changed to BORAL material encased in stainless steel and the disks use stainless steel for structural functions but retain aluminum for 7j

To assist you in your review of the SAR, changes in the document text have been highlighted with shading where information has been changed, added, or removed. Due to highlighting limitations, where an equation has been revised or added, the entire equation has been shaded. A vertical black line is placed in the outboard margin where figures, sketches, or reduced print size tables (not conducive to highlighting) have been changed.
Revision 1 pages have been retained where there have been no changes to the document at all.
Revision 1 pages contain their original header identifying them as such, including any vertical black lines that reflected changes between Revision 0 and Revision 1 pages.
NAC has addressed all outstanding NRC comments associated with the certification of the NAC-STC for spent fuel transport.
