Peach Bottom Atomic Power Station, Units 2 and 3 Limerick Generating Station, Units 1 and 2 Fitness-for-Duty Program Performance Data for the Period January 1993 through June 1993 Gentlemen:
As required by 10 CFR 26.71(d), this letter submits the performance data for our Fitness-for-Duty program for the period January 1993 through June 1993.
The data for our Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and Limerick Generating Statioa (LGS), Units 1 and 2, sites are provided in Attachments 1 and 2.
Data for our Corporate Office and Nuclear Group Headquarters specimen collection sites (i.e., 2301 Market Street, Philadelphia, PA and 955-65 Chesterbrook Boulevard, Wayne, PA respectively) are also provided in Attachment 3.
The data are reported on the January 1992 revision of the Fitness-for-Duty (FFD) Performance Data form provided by the Nuclear Management and Resources Council (NUMARC), and include the following.
Drugs tested for and cut-off levels.
Workforce population tested.
Numbers of tests and results by population and type of test (i.e, pre-access, for-cause, random, follow-up, and other types of tests.)
Substances identified.

January - June 1993 I. Initiatives Taken The following summarizes the results of sweeps conducted by the Philadelphia Electric Company's (PEco's) drug sniffing canine teams at Peach Bottom Atomic Power Station (PBAPS) during the Period.
A.
January 27, 1993 - General team search of the Nuclear Quality Assurance Section. Results: Ten (10) activations. No drugs found or forensic samples taken.
B.
February 26, 1993 - General team search of the Nuclear Training Section. Results: Eight (8) activations. No drugs found or forensic samples taken.
C.
March 30, 1993 - General team search of the Site Support Office and the Protection Technology, Inc. office trailer. Results: Two (2) activations. No drugs found or forensic samples taken.
D.
April 12, 1993 - For-cause team search of private vehicle.
Results: Two(2) activations. No drugs found or forensic samples taken.
E.
April 23, 1993 - For-cause team search of private vehicle.
Results: Three (3) activations. No drugs found or forensic samples taken. Alcoholic Beverage found in vehicle. Contractor's plant access denied.
F.
April 29, 1993 - General team search of the PBAPS parking lot.
Results: Three (3) activations. No drugs found or forensic samples taken.
G.
June 16, 1993 - General team search of the new, site management building. Results: Seven (7) activations. No drugs found or forensic samples taken.
i II. Manaaement Actions During the period, one (1) PEco employee tested positive at PBAPS, as a j
result of a random test. The employee was provided treatment / rehabilitation through PEco's Employee Assistance Program (EAP). Unescorted access has not been reinstated.
During the period, seven (7) contractor employees (i.e.,
four (4) pre-access, one (1) for-cause/ observed behavior, one (1) random, and one (1) "other") tested positive at PBAPS. Unescorted access has been denied for those contractor employees in accordance with PECo's Fitness-for-Duty (FFD) Specification for Contractors.

IV. Nuclear Quality Assurance Audit During the period, the annual performance based audit of the Fitness-for-Duty program was initiated.
V. Random Testina Rate PEco conducts random testing at the annualized rate of 100%. The
" average number with unescorted access" includes personnel badged at both PBAPS and Limerick Generating Station. PEco maintains separate testing " pools" for employees and contractors.

The following summarizes the results of sweeps conducted by Philadelphia Electric Company's (PECo's) drug sniffing canine teams at Limerick Generating Station (LGS) during the period.
A.
January 15, 1993 - General team search of the Technical Support Center, Turbine Building (Elevation 217), Radwaste Control Room, and Units 1 and 2 Turbine Building (Elevation 239). Results: No activations. No drugs found or forensic samples taken.
B.
February 19, 1993 - General team search of the third and forth floors of the John S. Kemper Office Building. Results: No

activations. No drugs found or forensic samples taken.
C.
March 15, 1993 - General team search of the first and second floors of the John S. Kemper Office Building. Results: One (1) activation. No drugs found or forensic samples taken.
D.
May 18, 1993 - PECo employee purchased a used vehicle and requested search for drugs prior to reporting for work. Results:
No activations. No drugs found or forensic samples taken.
E.
June 17, 1993 - General team search of the Site Management Building. Results: One (1) activation. No drugs found or forensic samples taken.
1 II. Manaaement Actions During the period, four (4) PEco employees (i.e., one (1) pre-access, one (1) for-cause/ observed behavior, and two (2) random) tested positive at LGS. The pre-access test was conducted for a temporary PECo employee.
Unescorted access was denied and the temporary employee was discharged.
The three (3) other employees were provided treatment / rehabilitation through PECo's Employee Assistance Program (EAP). Unescorted access was reinstated for one (1) of the employees. The remaining two (2) employees were denied unescorted access and were subsequently discharged.
In accordance with PEco's Fitness-For-Duty (FFD) Specification for Contractors, escorted access was denied for the six (6) contractor employees (i.e., four (4) pre-access, and one (1) for-cause/ observed behavior, one (1) random) who tested positive during the period.

Initiatives Taken The following summarizes the results of sweeps conducted by Philadelphia Electric Company's (PEco's) drug sniffing canine teams at Corporate and Nuclear Group Headquarters (i.e.,2301 Market Street, Philadelphia, PA and 955-65 Chesterbrook Boulevard, Wayne, PA respectively) during the period.
A.
March 25, 1993 - General team search of the 955 Building, "B" Wing, first floor. Results: No activations. No drugs found or forensic samples taken.
B.
June 22, 1993 - General team search of the 965 Building, "A"
and "B" Wings, second floor. Results: Two (2) activations. No drugs found or forensic samples taken.
II. Manaaement Actions During the period, one (1) PECo employee tested positive as a result of a random test. The employee was provided treatment / rehabilitation through PECo's Employee Assistance Program (EAP). The employee's unescorted access was subsequently reinstated.
During the period, one (1) contractor employee tested positive as a result of a random test. The contractor employee had not been granted unescorted access, but was working as a collection site person. The contractor employee was discharged in accordance with PEco's Fitness-For-Duty (FFD) Specification for Contractors.
Ill. Events Reported Under 10 CFR 26.73 There were no events reported to the NRC under 10 CFR 26.73 during the period January - June 1993.
