Docket Nos. 50-282 License Nos. DPR-42 50-306 DPR-60 Failure To Complete NRC Commitments Within The Committed Schedule The purpose of this 2etter is to notify the NRC of two commitments which were not completed within.the schedule committed to in previous NRC correspondence.

This deviation from comml;eents was discussed with the NRC resident inspectors on August 12, 1993. Each of the commitments is discussed separately below.

T Commitment 1 Prior to the 1992 NRC-observed operator requalification examinations, individuals designated to participate in the examination inadvertently received training from an instructor who was under the Pre-examination Security agreement. This is discussed in the NRC Requalification Examination Report No. 282/0L-92-02.

In our response to the Requalification Examination Report, dated November 18, 1992, we identified two actions to be taken to preclude a further occurrence of this type.

One of the actions committed to was the review of this j

violation during the first quarter of 1993 with all licensed operators and operations instructors.

Following the submittal of the November 18, 1992 response, the subject commitment was entered into the plant commitment tracking system with a required completion date of March 31, 1993. However, no Request for Training Services was initiated. This form is the normal mechanism for requesting training to be performed by the Prairie Island Training Center. The form is used by the training center to identify, schedule and track training requests.

This lack of a Request for Training Services in combination with mis-communication within the training department resulted in the required training not being completed in the first quarter of 1993.

A contributing cause of the failure to meet the committed date was the inadequacy of the current commitment tracking system monthly reporting process for ensuring that connitments with firm completion dates are completed per the j

committed schedule.

The committed review will be performed during the six-week training cycle immediately preceding the 1993 operator requalification examinations and will be completed by September 24, 1993. This schedule will meet the intent of the original committed action by completing the review prior to the next requalification examination.

Commitment 2 s

NRC Inspection Reports 50-282/92022 and 50-306/92022 included a Notice of Violation concerning design and construction of a new building wall.

In our response letter dated January 19, 1993, we committed to training on the subject to be completed during the first quarter of 1993.

Again, as in the situation described above, no Request for Training Services was initiated following submittal of the commitment.

In addition, this commitment was not entered into the commitment tracking' system in a timely manner.

The subject commitment was discussed with the Training Department prior to submittal; however, the lack of a Request for Training Services, the failure to enter the commitment in the tracking system and miscommunication within the training department resulted in the required training not being completed in the first quarter of 1993.

This training has now been scheduled and will be completed by August 27, 1993.

Actions to Prevent Recurrence Site personnel will be reminded of the proper use of the Request for Training i

Services.

l While miscommunication was a factor in these deviations, it was only a factor because the formal Request for Training Services process was not used.

Therefore, no corrective actions are deemed necessary to address miscommunication.

A process re-engineering effort has been initiated to strengthen the process for development of outgoing correspondence to the NRC and commitments that may be contained in that correspondence.

It is anticipated that as part of the new process, commitments to the NRC will receive increased management review during development of the correspondence and that the responsibility for completion of the commitment will be more clearly defined before the correspondence is submitted.

The current process at Prairie Island for the tracking of NRC commitments is being evaluated to identify any improvements that can be made to ensure that NRC commitments are entered into the system in a timely manner and that periodic reminders are sent to personnel assigned to complete commitments.

tracking system to the new plant information computer system.

Necessary l

revisions to the commitment tracking system will be incorporated during the conversion process.
