Dear Congressman Baker:

I am responding to your letters of July 2, 1993, expressing concerns about the NRC's proposal to downsize or eliminate our Region V office in Walnut Creek, California.

As I am sure you recognize, the Commission, like other Federal agencies, must identify ways to reduce the cost of operating the government and reduce the size of the Federal workforce.

In that context, we have considered a variety of cost savings and program reduction j

ideas.

The Commission decided, _or example, to eliminate the Uranium Recovery Field Office in Denver, Colorado, and transfer its functions to our Region IV office and to headquarters.

Moreover, every headquarters program office and most support offices will be required to reduce their authorized FTE by 1995.

We will continue to identify efficiencies that would have little or no impact on our ability to protect the public health and safety.

This will make possible increased funding to certain programs like materials license oversight and advanced reactors that require additional resources to achieve programmatic goals or to maintain existing review schedules.

In examining the future of the Region V office, the Commission has sought to be thorough and to consider carefully the views of its employees.

After requesting the staff to conduct a specie.1 study, which was forwarded to you separately, on the options for realigning the Region V office, the Commission was briefed on i

these options on June 25, 1993.

After considering the staff's views and recommendations, the Commission determined not to make a decision until we had heard the views and concerns of the j

Region V employees.

On behalf of the Commission, I met with the employees of Region V on July 21, 1993, to listen to their ideas and to get their views l

on the study.

They identified several issues and raised a number l

.of questions that the Commission had not previously considered l

and that warrant further investigation.

We will continue to f

analyze overhead and other ideas raised by the employees before making a decision.

I believe a representative from your office was present and can attest to the range of issues discussed and the constructive, open atmosphere that prevailed.

We are mindful of the need to ensure that the NRC's ability to

protect the public health and safety and to respond to l

emergencies will remain unaffected by any changt, that might now I

or in the future be adopted with respect to our regional offices.

Moreover, I want to assure you that the Commission will carefully j

consider the impacts of the various options on the need for resource efficiency and employee morale and welfare.

We appreciate your interest in this matter and your concern about our employees and their fanilies and will inform you when we have i

reached a final decision, which we expect will occur within the next several months.
