) Gentlemen:

Enclosed are thirty-four (34) copies of the submittal of certified design material (Der 1) for the GE ABWR. Please note that each copy consists of two individualvolumes. 'Ihis sub.nittal contains no GE proprietary information.

GE believes this submittal represents a complete set of the Tier 1 ABWR material necessary to support desig'i certification of the ABWR pursuant to the provisions of 10 CFR Part 52.

The required form, scope, and content for Tier 1 documentation has been established over the last two years by a process involving multiple interactiens among GE, NRC, NUMARC (including other vendors and utilities), the Department of Energy, the Electric Power Research Institute, and others. This submittal is fully consistent with the form, scope, and content agreements developed as a result of these interactions. In addition, this submittalincorporates all GE/NRC change agreements developed during the meetings in San Jose on July 27 through 29,1993. It is possible that some future changes to this document may occur as a result of: a) on-going GE/NRC interactions on design insights from the ABWR probabilistic risk assessment (PRA),

including severe accidents; b) submittal and review of the final SSAR - including entries that suppon the Tier 1 document; c) staff preparation ofits safety evaluation report addressing Tier 1; and d) the ACRS review of Tier 1 documentation that currently is anticipated to start in September 1993. However, GE believes this document is essentially complete, and future changes (if any) will be in the nature of minor adjustments.

Document Control Desk August 31,1993 U.S. Nuclear Regulatory Commission MFN 138-93 Washington, DC Docket No. STN 52-001 Establishment of the form, scope and content for Tier 1 documentation has been the most challenging Part 52 effort to date. As the lead design certification application, the ABWR necessarily pioneered the implementation of the documentation agreements progressively reached over the last two years. This entailed enormous effort and dedication of resources by all involved - GE, the NRC staff and other interested industry participanis. While, as indicated, today's submittal may be subject to minor adjustments, we believe it to be a major Pa ! 52 milestone and accomplishment.

This submittal is in the form of a formally issued GE document (25A5447 Revision 0) and has been prepared and issued in full compliance with GE procedures governing treatment of engineering documentation.

As always, GE personnel will be available to provide clarification of this material and to answer any questions the staff may have.
