Dear Mr. De Agazio:

By your letter of July 7,1993, you requested Nonh Atlantic Energy Service Corporation (North Atlantic) to provide a report on the present status and the future schedule of efforts to establish a replacement for the Massachusetts Highway Department's Wellesley reception center. Nonh Atlantic will submit monthly status reports until the replacement reception center is established.

North Atlantic lelieves that the replacement facility will be established by December 31,1993.

The date for the establishrrmt of the replacement facility is, however, dependent upon obtaining an

,N agreement for the use of the selected facility within a timely manner. The Massachusetts Emergency i

Management Agency (MEMA) has developed a schedule which shows a September 17, 1993 date for obtaining such an agreement. Attachment A to this Icter describes the progress made to date in

establishing the replacement for the Wel'esley facility. Attachment B provides the MEMA schedule and i

listing of the activities that remain to be carried out.

REPLACEMENT OF WELLESLEY RECEPTION CEN n'ER As of August 3,1993, the following progress has been made in the establishment of a replacement for the Wellesley reception center.

The staff of the Massachusetts Emergency Management Agency (MEMA) has identified ten potential sites as replacements for the Wellesley facility. These candidates have been selected i

based on distance from Seabrook Station (at least 5 miles beyond the 10 mile EPZ boundary),

location with respect to the EP7. communities of Newburyport and Newbury, ease of access from major highways, parking capacity for evacuee vehicles, and other criteria.

MEMA stafT has conducted on-site surveys of the potential sites to determine their suitability as

]

a reception center. Futors considered in the surveys include facility layout, number and size of rooms, availability of shower facilities and overall traffic flow. These surveys have included initial contact with the parties (or their representatives) responsible for the administration of the facilities. A summary of the survey results and recommendations for sites to be considered further was completed on August 11,1993. Seven of the potential sites received positive evaluations and three were eliminated from further consideration.
