LABORATORY EXPANSION (TAC NO. 30551)

This refers to your letter dated April 27, 1993, regarding the proposed construction of an addition to the U0 Building to house expanded analytical 2

laboratory facilities.

We have no objection to your initiating construction. However, as you recognized, License SNM-1227 must be amended prior to the introduction of radioactive material into the new areas.

The amendment application should consist of license conditions that include the following: (1) authorized activities for the laboratory as described in your letter; (2) a description of the management system for the laboratory; (3) a description of the laboratory facility; (4) a description of the radiation protection and fire protection programs; (5) a description of the HVAC gaseous effluent control and liquid effluent discharge systems; and (6) an addition to Section 7.3.1 of the license stating that the results of the soil analyses will be considered during decommissioning.

The amendment application should also include safety analyses that address the building structure, radiation safety, nuclear criticality safety, chemical safety, fire protection, utilities, ventilation, and other considerations that may affect the health and safety of laboratory staff or members of the public.

The NRC will perform a technical review of this design and operations information.

Based on this review, modifications to the addition may be required. Therefore, you are proceeding with the proposed construction at your own risk.
