SUBJECT:
MINUTES OF CRGR MEETING NUMBER 234 The Committee to Review Generic Requirements (CRGR) met on Friday, December 18, 1992 from 8:00 a.m. to 5:15 p.m.
A list of attendees at the meeting is enclosed (Enclosure 1). The following items were discussed at the i
meeting:

The Committee reviewed a proposed amendment to 10 CFR 50.55a to incorporate by reference (with specified modifications) Subsections IWE and IWL of Section I of the ASME Code. The proposed action would incorporate into NRC's regulations for the first time ASME Code provisions for in-service inspection and testing of reactor containments.
[These topics were discussed previously by CRGR at Meetings Nos. 167 (IWE) and Meetings Nos. 172/175 (IWL)).
The Committee recommended issuance of the proposed amendment subject to modifications discussed with the staff at the meeting (to be coordinated with the CRGR staff).
This matter is discussed in Enclosure 2.

The Committee reviewed a proposed amendment to the fitness-for-duty rule (10 CFR Part 26) to permit licensees to randomly test their own employees at a rate equal to 50 percent and maintain the 100 percent i
random testing rate for contractors and vendors.
The Committee recommended in favor of issuance of the proposed amendment for comment, subject to several minor revisions (to be coordinated with the CRGR itaff). Th:s matter is discussed in Enclosure 3.

The Committee reviewed a proposed final amendment to 10 CFR Part 72, i
thi.t would add to the list of approved designs for dry storage of spent i
nuclear fuel the Pacific Sierra Nuclear VSC-24 and Transnuclear TN-24 storage casks.
(The Comittee reviewed the proposed action at the draft n le stage at Meeting No. 220.) The Committee recommended in favor of i
l issuance of the proposed amendment, subject to a number of changes discussed with the staff at the meeting (to be coordinated closely with the CRGR staff). A revised package reflecting the staff's response to CRGR comments and recommendations in this matter will be circulated to CRGR members before forwarding it for final decision and action (by the EDO or Commission, as appropriate).

ihe Committee considered the revised NUREG-1366 (and associated proposed generic letter) on reduced testing during power operation. The revised package satisfactorily reflected CRGR recommendations and comments from i
the Committee's previous consideration of this item at Meeting No. 211.

further comment. This matter is discussed in Enclosure 5.
