TIMELY COMPLETION OF OMB CLEARANCE PACKAGES To ensure that all documentation required in the rulemaking process is l
prepared in adequate time to meet the publication schedule, please request your staff to include a draft Office of Management and Budget (OMB) clearance r
package as an appendix to the rulercaking package whenever a proposed i
regulatory action involves information collections subject to OMB approval.
l For further guidance, refer to Appendix A of NUREG/BR-005B and Section 5.1 of SECY 93-167, " Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission." Adherence to this policy will ensure that the Office of Information Resources Management (IRM) has sufficient time to complete its

review and approval and to submit the clearance package to OMB by the date the rulemaking is scheduled for publication.
During the rulemaking process, your staff should work with your office i
Information Management Coordinator (IMC) to finalize the clearance package by a
the scheduled rulemaking publication date. The IMC will coordinate this effort with IRM.
Please disseminate the enclosed list of IMCs to your staff.
j IRM will continue to request that the Office of Administration place on hold, i
until all information collection issues are resolved, all rulemakings that l
contain information collections that require OMB review and approval.
