10 CFR 50.54(q) Report of Changes to the OSTR Emergency Response Plan Which Do Not Decrease the Effectiveness of the Plan Gentlemen:
l As a result of our annual review of the OSTR Emergency Response Plan, certain changes to the plan were determined to be necessary.
(See Attachment A.) This letter represents our formal report of the cnanges in accordance with 10 CFR 50.54(q).
Based on our evaluation of the revisions, which was conducted under the provisions of 10 CFR 50.59, we have concluded that none of the changes reduce the plan's emergency response effectiveness. A copy of this evaluation is enclosed.
All of the changes to the plan, and the 10 CFR 50.59 evaluation j
supporting the changes have been reviewed and approved by the OSTR Reactor j
Operations Committee. As you can see from information provided in the evaluation and itemized in Attachment A, all of the changes involve typographical corrections or other relatively minor modifications necessary to keep the plan current.
In addition to the plan itself, a number of conforming changes were made to the Emergency Response Plan Implementing Procedures (ERIPs) in order to keep them up to date.
To make it easy to update your copy (s) of the plan, Attachment B includes all of the current replacement pages for the plan.

Revisions to the Radiation Center and OSTR Emergency Response Plan DESCRIPTION As a result of the annual review of the Radiation Center and OSTR Emergency Response Plan, and also as a result of the annual emergency response drill, a number l
of changes are needed to the plan and its implementing procedures. The details of these changes are given in Attachment A; however, the changes can be grouped into several areas.
I First, the closure of the Trojan Nuclear Power Plant has necessitated the deletion of all references throughout the plan and procedures to Portland General Electric (PGE) and the potential use of their whole body monitor at Trojan. Second, a reorganization of the university's administrative structure has required changes in the titles of certain positions, and a change in the organizational diagram. Third, one of the OSTR Senior Reactor Operators (who is also the Chairman of the Reactor Operations Committee) has decided not to renew his license when it expires in 1994. This has required a change in the title given to the second person in the line of succession for the Emergency Director and the Public Information Officer from Senior Reactor Operator to Chairman of the Reactor Operations Committee.
Other revisions involve updates on the Area Radiation Monitors (ARMS), changes in the allowed emergency exposure limits, the addition of new decontamination f acilities at the Good Samaritan Hospital, as well as corrections of typographical or minor grammatical errors.

4 SAFETY EVALUATION I
The removal of PGE from the emergency response plan and implementing procedures l
is being made because there is no choice. The Trojan facility is closing down and j
whole body counting will no longer be available there. The inclusion of this capability l
in the OSTR Emergency Response Plan has always been regarded as a bonus rather
=
than a necessary part of the plan because it is very unlikely that an incident requiring such moritoring will occur. There are many whole body monitors now available l
i around the country and several commercial companies that can perform this service on fairly short notice. For these reasons, the removal of the PGE assistance is not i
3 regarded as a reduction in the effectiveness of the plan.
The reorganization of the university's administrative structure is the subject of a request to change the OSTR Technical Specifications submitted to the USNRC on July 7,1993 and, therefore, need not be addressed further here. The emergency plan changes ensure conformity to the proposed changes in the Technical Specifications.

The change in the title of the person second in the line of succession for the Emergency Director and Public information Officer does not have any negative safety implications, because while the title will change, the person filling the position will not. The Senior Reactor Operator and the Chairman of the Reactor Operations l
Committee are one and the same.
Furthermore, anyone qualified to serve as Chair. man of the Reactor Operations Committee will be qualified to fill these positions l
in the emergency response plan.

The changes to the ARMS have been addressed in the 10 CFR 50.59 Safety Analysis i
numbered 92-9 arid, therefore, the conforming changes to the emergency plan need not be evaluated further here.
Revisions to EPA guidance on allowable emergency doses for various situations l
l prompted the reduction of the lifesaving dose from 75 rem to 25 rem and the non-lifesaving dose from 25 rem to 10 rem. Clearly, these reductions follow federal l
guidance and result in a potential cancer risk decrease and an overall increase in safety.

l Good Samaritan Hospital (GSH) has purchased a portable decontamination table and a portable shower. This provides more flexibility as to where injured, contaminated

4 patients will be initially treated. The GSH Standard Operating Procedure relating to 1
d such emergencies has been revised and the changes to the OSTR Emergency Response Plan make allowance for use of these facilities. This change increases the l
effectiveness of the plan by providing flexibility to cope with a greater variety of l
situations.
Typographical and grammatical changes increase the plan ef fectiveness by making it more accurate and easier to read.

The changes described above were reviewed and approved by the Reactor Operations Committee (ROC) prior to being implemented. ROC approvalincluded a review of this evaluation and the Committee's conclusion that the changes do not require a change in the OSTR Technical Specifications (except as already applied for) and do not constitute an unreviewed safety question as defined in 10 CFR 50.59(a)(2) (see over).
L This evaluation also included a review of applicable radiation protec* ion aspects and was found to be consistent with the Radiation Center's commitment to ALARA.
CONFORMING PROCEDURAL CHANGES The above emergency plan revisions require several changes to the ERIPs. These changes are also included in Attachment A. In addition, a few other modifications to the ERIPs have been made to bring them up to date, to make them clearer, or to make them more effective. ERIP changes do not require a formal 10 CFR 50.59 safety analysis.
APPROVALS The following signatures indicate review and approval by the Reactor Operations Committee and review by licensed operators.
If any ROC member does not completely concur with or understand the proposed change / test / experiment then that member should hold this form unsigned and notify the ROC Chairman. The matter will then be discussed at the next meeting of the Committee. If any individual ROC member is unable to sign the sheet due to absence or illness this will be so noted.
