JUNE 30, 1993 On Wednesday, June 30, 1993, members of the Operator Licensing Branch (HOLB) staff met with representatives from the BWR Owners' Group (BWROG) and the Nuclear Management and Resources Council (NUMARC) to discuss tne industry's initiatives in the area of dynamic simulator scenario development for BWR requalification examinations. A list of attendees is provided as Enclosure 1.

Mr. Curtis Coggin opened the meeting by presenting a historical overview of the industry's efforts to address the high failure rate during the first year of the NRC's requalification program evaluations.

Those efforts included the establishment of owners' group committees to produce generic critical task lists and a methodology for developing prevalidated dynamic simulator scenarios for use during requalification examinations.

The BWROG recently approved the scenario template methodology for implementation and release to the NRC and requested this meeting to describe their program to the staff and to request the NRC's endorsement of the program.

Mr. Kenneth Rach described the process in detail and provided the staff with advance copies of the "BWR Owners' Group Simulator Scenario Development Guideline" (Enclosure 2) for review.

It provides a systematic method for reviewing simulator scenarios to determine if all the Emergency Operating Procedure (EOP) flow paths are being adequately evaluated, includes 19 master scenario templates designed to exercise each E0P flow path, and identifies the critical tasks associated with each flow path. He stressed that the industry guidelines do not provide relief from the NRC's requirements and guidelines contained in the Operator Licensing Examiner Standards (NUREG-1021).

The BWROG will formally submit its scenario development guidelines for staff review and comment in the near future, and it is planning to conduct a national workshop in September to present the program to the BWR licensees.
