CONDITIONS AND ACTIVATION ENERGY FOR BRAND-REX CABLE (TAC NO.

M75070)

By your letter dated April 19, 1989, and Licensee Event Reports 89-010-00 and 89-010-01, you notified the NRC that an elevated temperature condition had existed within the upper drywell region of Perry, Unit 1.

This condition was j

the result of insufficient insulation surrounding the refuel bellows which created a radiant heat source above the bioshield. The elevated temperature condition caused heat damage to cable and mechanical snubbers within the e'

affected zone of the radiant heat source during the first operating cycle.

You reported that safety-related cables supplying logic train B of the automatic depressurization system and two hydrogen igniters were visibly j

damaged, presumably making the associated equipment inoperable. No actual failure of safety-related equipment was identified, and all affected safety-related and visibly damaged nonsafety-related cables were replaced. All snubbers in the upper drywell were stroke tested, and two were replaced.

You also stated that, in order to prevent recurrence, reflective insulation was installed on the drywell side of the refuel bellows and on main steam piping to provide shielding of the affected zone.

through the annulus was improved and a ' temporary temperature monitoring i

program was established.

You further stated that temperatures in the upper drywell region have been significantly reduced; however, engineering i

evaluations and modifications will continue as necessary until acceptable

local temperatures are attained near all safety-related cables. Safety-related cables in the heat affected area will be replaced as necessary based i

on their calculated qualified life.

The NRC staff has reviewed the information you provided and found your approach generally acceptable. However, the NRC staff had a concern that the r

activation energy of 2.13 electron volts (ev) used in your calculations'for the Brand-Rex cable was too high. - On January 28, 1993, B. Ferrell of your staff' informed J. Hopkins of the NRC that concern is now moot-for the Brand-Rex cable of interest, because it was replaced with Rockbestos high i

temperature control cable during the second refuel outage.

Stratman August 16, 1993 For other Brand-Rex cable not subjected to the elevated temperature condition, you performed an analysis using the Arrhenius technique with an activation energy of 1.26 ev at an average temperature of 145 degrees Fahrenheit in conjunction with an aging temperature of 136 degrees Celsius. On February 4, 1993, B. Ferrell and S. Patel of your staff informed J. Hopkins that analysis resulted in a qualified life of greater than 40 years and is referenced in the equipment qualification files. Your July 8,1993, submittal documented this conclusion and summarized other actions taken at Perry to improve the environmental conditions in the upper drywell area to prolong cable life.

This letter concludes NRC staff actions regarding TAC No. M75070.
