Spent Fuel Storage Plans for the Davis-Besse Nuclear Power Station Gentlemen:

The purpose of this letter is to inform the NRC staff of Toledo Edison's plans for expanding on-site spent fuel storage capacity at the Davis-Besse Nuclear Power Station (DENPS).

As of the end of the recently completed eighth refueling outage, four hundred and fifty-six fuel assemblies are stored in the DBNPS spent fuel pool, which has a licensed capacity of 735 fuel assemblies. The ability to completely offload the reactor core into the spent fuel pool vill be' lost during the tenth refueling outage vhich is planned for early 1996.

Toledo Edison believes that it is prudent to maintain complete core offload capability in the spent fuel pool beyond the tenth refueling outage.

Toledo Edison has recently contracted with Pacific Nuclear to provide certified NUHOMS dry fuel storage modules for use at the DENPS under the 10CFR72 Subpart K General License for Storage of Spent Fuel at Power Reactor Sites. Toledo Edison understands that the NRC staff review of Pacific Nuclear's application for 10CFR72 Subpart L certification of the NUHOMS system is nearing completion.

Toledo Edison expects that the NRC vill complete certification of the NUHOMS system on a schedule which vill permit fabrication of NUHOMS
