Docket No. 50-333 Proposed Change to the Technical Specifications One-time Extension to the Surveillance interval for Turbine Control Valve Fast Closure Oil Pressure Trio (JPTS-93-019)
Dear Sir,
f This application for an amendment to the James A. FitzPatrick Technical Specifications requests an extension to the surveillance interval for calibrating the pressure switches which sense main turbino control _ valve fast closure. The Authority is requesting an extension for this surveillance interval requirement until the fall maintenance outage, currently scheduled to start on October 23,1993. The fall maintenance outage was recently rescheduled in order to obtain lower cost replacement power for Authority customers.
The eighteen month surveillance interval with the 25% extension allowed by Technical Specification 4.0.B.1 expires on October 18,1993. The proposed amendment is required in order to allow calibration of the pressure switches during the 1993 fall maintenance outage. Although it is possible to perform this calibration while the plant is on line, it is not practical to do so. The technicians performing the calibration and the verification would be subjected to a significant radiation dose. In addition, performing this surveillance on line increases the likelihood of an inadvertent reactor scram while the pressure switches are being calibrated or from perturbing the main turbine electro-hydraulic control (EHC) system.
The Authority requests that the application for this amendment be granted by October 15,1993 since the surveillance interval including the 25% extension will expire shortly thereafter.
