SUBJECT:
STAFF REQUIREMENTS MEMORANDUM (SRM) RELATED TO SECY-93-104 Enclosed for your information is the staff's requirement memorandum (SRM) related to SECY-93-104, " Program Analysis and Recommendations Concerning the Nuclear Regulatory Commission review of the Advanced Reactor (PRISM, MHTGR, and PIUS) and CANDU 3 designs." With regard to PIUS, the SRM directs the staff to document the results of the preapplication review and then terminate all other activities until an application for design certification is submit-ted.
In response to the Commission's direction, the staff plans to expend minimal effort over the next few months to closecut and document the Office of Nuclear Reactor Regulation's (NRR's) review and the outstanding Office of Nuclear Regulatory Research and NRK contract efforts related to PIUS which are expected to be completed by the end of 1993. We believe this approach is consistent with the views your representatives expressed in the recent telephone conversations with the staff.

CANDU 3 DESIGNS This is to advise you that the Commission, with all Commissioners agreeing, has provided the following guidance to the staff on the subject SECY paper.
CANDU-3:
With respect to the CANDU-3 pre-application review, the l
Commission requests the staff to continue its activities to prepare for the design certification application by: (1) l maintaining cognizance of the design, (2) continuing staff familiarization on the design at the technical branch levels, (3) maintaining technical progress on key issues, and (4) computer code development and benchmarking.
It is the Commission's understanding that within one year AECL Technologies is considering submittal of its application to i
certify the CANDU-3 nuclear power plant design.
The Commission recognizes that the staff currently does not have the resources to conduct five reactor certification reviews in parallel, particularly for a plant design which significantly differs from reactors previously licensed in the United States.

SECY-93-104 WAS RELEASED TO THE PUBLIC ON APRIL 29, 1993.
THE SRM AND THE VOTE SHEETS OF THE CHAIPJmN, AND COMMISSIONERS ROGERS, CURTISS AND REMICK WILL BE MADE PUBLICLY AVAILABLE 10 WORKING DAYS FROM THE DATE OF THIS SRM.

. Assuming that AECL Technologies, Inc. submits its application in i
1994, the Commission requests the staff to identify the estimated RES and NRR resources (i.e., FTE and funds) required to certify the CANDU-3 design along with the associated certification review schedule.
An alternate allocation of resources and review schedule may also be provided.
The resource description should include an identification of both the available resources'as well as the additional resources needed to complete the certification.

With respect to the MHTGR and PRISM designs, the staff is to continue its review efforts and maintain cognizance of Congressional activities in this area.
Should the Congress decide not to fund the development of the MHTGR and PRISM programs, the staff should contact the respective reactor vendors to determine if they intend to sponsor their activities.
The staff should inform the Commission of the vendors' desire to sponsor their design reviews should the U.S. Government decide not to support these programs.
