RESPONSE TO OMB BULLETIN ON TERMINATION OF FEDERAL ADVISORY COMMITTEES The staff proposes termination of the Advisory Panel for the Decontamination of Three Mile Island Unit 2 at the end of FY 93.
As requested in Green Ticket 0008787, enclosed is the completed OMB Bulletin form regarding the TMI-2 Advisory Panel (Enclosure 1).
Item (d) of the OMB form was left blank; I understand that information will be provided by SECY. is a short discussion that supports termination of the panel. is a copy of the FY 92 GSA Form T-820-H for the TMI-2 panel that provides the detailed breakout of costs for the panel for FY 92 and an estimate for FY 93.

ADVISORY PANEL FOR THE DECONTAMINATION OF THREE MILE ISLAND UNIT 2 The Advisory Panel for the Decontamination of Three Mile Island, Unit 2 (TMI-2) was established on November 10, 1980.
It is made up of 10 local scientists and citizens that serve independently to advise and consult with the Commission on major activities required to decontaminate and safely clean up the TMI-2 facility.
It has also acted as a conduit conveying local public concerns and opinions to the Commission.
Since its inception it has held 77 meetings, almost all in Harrisburg, Pennsylvania.
General Public Utilities Nuclear Corporation, GPUN or the licensee, is the owner of THI-2. The current cleanup effort by the licensee at THI-2 is substantially complete and the licensee plans to place the facility into long term storage during the first or second quarter of fiscal year 1994. At the most recent meeting with the Commission on December 1, 1992, a majority of the members of the panel recommended that the panel remain in existence until TMI-2 is placed into long term storage which' they anticipated would be at the end of the calendar year.
In discussions with the Designated Federal Official on December 1,1992, the panel expressed interest in having one or possibly two additional meetings prior ta its termination.
The staff recommends that the Advisory Panel for the Decontamination of Three Mile Island Unit 2 be terminated at the end of fiscal year 1993. The panel only has a limited number.of remaining topics to discuss and could complete discussions at one more meeting which could be scheduled before the end of the fiscal year. Terminating the panel several months prior to the commencement of long term storage at TMI-2 will not measurably affect the ability of the panel to fulfill its charter.
