MINUTES OF CRGR MEETING NUMBER 232 The Committee to Review Generic Requirements (CRGR) met on Wednesday,

November 4, 1992 from 8:00 a.m. to 12:30 p.m.

meeting is attached (Enclosure 1). The following items were discussed at the meeting:
1.
The CRGR reviewed proposed Revision 2 to the NRC Regulatory Analysis Guidelines (NUREG/BR-0058). The Committea recommended in favor of issuing the draft Guidelines-for comment,- subject to a number of L
specific modifications (te be coordinated with the CRGR staff), and
. with the further caveat that the staff (a) address in the forwarding paper for this package the status of the large release definition effort now underway, and (b) highlight for the Commission the potential-impact of the ' eventual outcome of that effort on the preliminary safety goal implementation guidance already included the draft Guidelines. This matter is discussed in Enclosure 2.
2.
The CRGR reviewed a proposed generic letter relating to a line-item improvement for technical specifications (TS) that would remove TS-administrative control requirements for Emergency and Security plans which are already adequately addressed by other existing-regulatory requirements. The Committee recommended in favor of the proposed generic letter, subject to several modifications (to be coordinated with the CRGR staff. This matter is discussed in Enclosure 3.
In accordance with the E00's July 18, 1983 dircctive concerning " Feedback and Closure of CRGR Review", a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes. The response is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the EDO for decis%n making.
