SUBJECT:

MINUTES OF CRGR MEETING NUMBER 233 The Committee to Review Generic Requirements (CRGR) met on Tuesday, November 24, 1992 from 8:00 a.m. to 11:30 a.m.

A list of attendees at the meeting is enclosed (Enclosure 1).

The following items were discussed at the meeting:

The CRGR reviewed the proposed Safety Evaluation Report for Topical Report NEDC-31753P, which provides the safety analysis to support relaxation of current safety relief valve (SRV) lift setpoint drift limits in BWR plant technical specifications. The Committee recommended in favor of issuing the proposed SER (subject to several changes to be coordinated with the CRGR staff) and notifying the BWR Owners' Group that the topical report is acceptable for referencing in license applications.

This matter is discussed in Enclosure 2.

The Committee discussed with the NRR staff the CRGR role, and the appropriate timing of CRGR review, in the process for is uance of urgent NRC generic communications. The Committee concluded that a formal CRGR review should be provided expeditiously #or urgent generic communi-cations issued without prior CRGR review. Nominally this would be expected to occur within 2-3 weeks following issuance of the urgent communication at the next regularly scheduled CRGR meeting. The Committee recommended that the proposed NRR procedure for issuance of urgent generic communications be revised to reflect this guideline._

This matter is discussed in Enclosure 3.

The Committee discussed the recent Commission directive that the NRC staff examine NRC experience in implementing the backfit rule and consider the possible need for addressing further in the rule or existing procedures proposed actions which involve seemingly worthwhile changes to the regulations that cannot be shown to result in substantial additional protection.

The Committee agreed that action is warranted in this area in view of difficulties experienced to date, and directed certain CRGR staff actions in support of the cognizant program office effort being initiated.

This matter is discussed in Enclosure 4.

In accordance with the ED0's July 18, 1983 directive concerning " Feedback and Closure of CRGR Review," a written response is required from the cognizant office to report agreement or disagreement with CRGR recommendations in these minutes.

The response is to be forwarded to the CRGR Chairman and if there is disagreement with CRGR recommendations, to the EDO for decision making.
