k Contract No. NRC-04-90-085 Modification No. 7 Page 2 of 2 The purpose of this modification is to (1) provide for within scope changes in accordance with the attached statement of work and the contractor's technical proposal dated May 26,1993,(2) decrease the total estimated cost ceiling by
$730.00 as a result of redirection of work, (3) extend the period of performance, and (4) revise the indirect cost rates. Accordingly, the contract is modified in accordance with the following:

Section B, subsection B.3 - CONSIDERATION AND OBLIGATION--COST PLUS FIXED FEE, paragraph a. is hereby modified to read as follows:
B.3 CONSIDERATION AND OBLIGATION--COST PLUS FIXED FEE (JUNE 1988)
ALTERNATE I (JUNE 1988) a.
The total estimated cost to the Government for full performance of this contract is $619,430, of which $601,469 represents the estimated reimbursable costs, and of which $18,067 represents the fixed fee.

Section C, subsection C.1 STATEMENT OF WORK is hereby revised as reflected in Attachment I and the contractor's technical proposal dated May 26, 1993, incorporated herein by reference.

Section F.6 DURATION OF CONTRACT PERIOD is deleted in its entirety and substituted with the following:

Implement the CES System Conversion Add the following language at the end of Task 5:
Backaround Concernina Data From Licensees 1.
The observations of licensee crews during simulated exercises is being conducted for research purposes, and the results are not intended to be used in regulatory appraisal, including as a basis for enforcement of licensee staff, particular crews, or individual operators.
Nevertheless, should the NRC observe during the course of this research project any actions by the licensee (s) or any of its personnel that requires action to protect the public health and safety, nothing in this contract precludes the NRC from taking such action.

NRC may send a draft of the NUREG/CR and other papers and reports to the licensee (s) participating in the research for comment t
i before they are published, in order to assure accuracy of the contents.
Provisions Concernina Data From Licensees 1.
Results of the analysis will take the form of descriptions of the performance of crews and summary statistics that describe performance across crews. Descriptions of crew performance may include verbatim transcripts of crew communication and actions (with names of crew members replaced by the crew position), and decision traces. A decision trace is a time chart of the cognitive activities and performance of a crew; it summarizes the plant data and crew examined, the hypotheses the considered, the discussions they held, the actions they took, and the rationale they provided for the actions. Except for these results, data or-results, or transcripts of the videotapes or surveys will only be provided to NRC should the NRC need such information to take i
action against the licensee or its employees to protect the public i
health and safety.

Task 7: Document and Present Results Modification No. 3 (p. 3-5) added "A one-day introduction / tutorial" and "A five-day workshop."
Eliminate the work added in Modification No. 3, and incorporate the following:
o Prepare transcripts of all sections of all videotapes that deal with the detection, diagnosis, or response to the major event (ISLOCA or loss of heat sink), and include these transcripts in an appendix to the final report.
Evaluate the team performance (communication and coordination) of o
each crew using behaviorally anchored rating scales.
o Develop a classification scheme for actions taken by operators in (1) actions that follow procedures verbatim, (ght be For example, one classification mi relation to procedures.
