Apply An Indoor Air Quality Commissioning Program Pursuant to the Economy Act of 1932, as amended, the U.S. Nuclear Regulatory Comission (NRC) and the National Institute of Standards and Technology (NIST) desire to enter into an agreement whereby NIST will provide the NRC with air quality comissioning program services.

Accordingly, upon your agreement as provided below, the terms and conditions of this interagency agreement are as follows:

Article I - Scope of Work C.1 BACKGROUND The occupancy of new office buildings has the potential for indoor environmental problems associated with new building materials, the HVAC system operation not yet being optimized and the scheduling of partial occupancy while other portions of the building are still under construction.

While many strategies have been proposed to reduce the potential for such problems, the technical bases for these approaches are limited. There has not been sufficient research on air quality in new, or existing, buildings to develop properly documented procedures for preparing new office buildings for occupancy. Strategies have been proposed such as " bake-out," flushing the building and limiting the materials that can be used in the building.

However, sound guidance on the use of these and other strategies is not available to the designer, owner, building manager and/or tenant.

The Nuclear Regulatory Commission (NRC) is in the process of preparing to occupy a newly constructed office building at Two White Flint North (TWFN).

Based on experiences in other buildings, NRC is concerned about the possibility of experiencing indoor air quality problems in the new building associated with move-in. These concerns center on the proposed " staged" occupancy approach that may be employed in the building, in which a portion of the building would be occupied while other areas in the building are still being finished.

In addition, the activity of moving in the occupants and their belongings can be associated with unusual contaminant sources.

NRC-10-93-136 Page 2 C.2 OBJECTIVE The United States Department of Commerca's National Institute of Standards and Technology (NIST) shall develop and apply an indoor air quality

commissioning program to TWFN to ensure an acceptable workplace to the

building occupants.

C.3 TECHNICAL APPROACH AND TASKS In order to reduce the likelihood of indoor air quality problems in the new building, NRC desires to enter into an interagency agreement with NIST to develop and implement a series of indoor air quality commissioning procedures. This project will consist of several stages including initial indoor air quality monitoring during construction, the development of l

criteria for the acceptability of the space prior to and immediately after occupancy, and acceptance of spaces within the building for occupancy based on these criteria. The basic objective of this effort is to minimize the potential for indoor air quality problems given the fact that our understanding of the causes and solutions to indoor air quality problems is i

limited.

C.3.1 TASK 1 - DESIGN EVALUATION NIST shall evaluate the ventilation system design and performance and measure selected indoor pollutants during the interior finishing. The design shall be compared with current practice and relevant standards for its adequacy to address indoor air quality concerns. The pollutant level will be used to anticipate the existence of unusual pollutant sources associated with building materials or interior furnishings. While there are currently few standards for such sources, the measurements shall be compared with the results of measurements in other buildings. At the conclusion of this task in accordance with Article II entitled " Deliverables", NIST shall submit a i

letter report summarizing its work, findings and reccmmendations from task 1.

C.3.2 TASK 2 - CRITERIA DEVELOPMENT l

NIST shall develop criteria for the acceptability of a portion of the building for occupancy. These criteria shall be based on the results of on-site inspections, tests of the ventilation system performance and indoor pollutant concentration measurements.

Criteria shall be developed for spaces both before they are accepted for occupancy and then for re-evaluation approximately one month into occupancy. The individual criteria shall include outdoor air delivery rates, pressure relationships between spaces, indoor air temperatures, relative humidity, and indoor 1

concentrations of particulates, formaldehyde, radon and volatile organic compounds. The post-occupancy criteria also shall include indoor carbon dioxide levels.

These criteria shall be based on good engineering practice and the limited indoor air quality standards that do exist; they shall not employ the more speculative suggestions for new building design and operation that have not been documented or tested. At the conclusion of this

submit a letter report summarizing its work, findings and recommendations from task 2.

C.3.3 TASK 3 - TESTING The criteria developed under task 2 shall be applied in the building spaces i

as they become ready for occupancy. When NRC is informed by the building contractor that a portion of the building is ready for occupancy, NIST shall i

l inspect the space and the HVAC system and conduct indoor contaminant.

space. Roughly one month after the space is occupied, NIST shall return to the building to reinspect the space and HVAC system and to conduct follow-up measurements.

The results shall then De compared to the post-occupancy environmental criteria to determine if the space is still acceptable. This procedure for determining acceptability shall be applied to the building until it is fully occupied. At the conclusion of this task in accordance I

with Article II entitled " Deliverables", NIST shall submit a letter report summarizing its work, findings and recommendations from task 3.

C.3.4 TASK 4 - FINAL REPORT

NIST shall prepare and submit to NRC a final consolidated report of all its work, findings, conclusions and recommendation from this effort in accordance with Article II entitled " Deliverables."

NRC-10-93-136 Page 4 Article III - period of Perforrrance The period of performance of this agreement shall be from effective date of agraement through 67 weeks from effective date. The Scope of Work as set forth in Article I - Scope of Work above, and period of performance may be increased as mutually agreed to by both parties by the NRC Contracting Officer's issuance of a modification to this agreement.

Article IV - Payment Payment shall be made on a reimbursable basis. The Contractor shall submit invoices in accordance with Attachment 1, Billing Instructions for Interagency Agreements, which is attached hereto and made a part thereof.

i BILt.ING INSTRUCTIONS FOR INTERAGENCY AGREEMENT The Agency shall submit an original and four copies of vouchers for cost-reimbursment in the following manner:

I Frequency. The Agency shall submit claims for reimbursement on a monthly basis.

l Billing of Costs After Expiration of Agreement.

If reimbursable costs are incurred during the agreement period and claimed after the agreement has expired, the period during which these costs were incurred must be cited.

Insert the major cost elements as follows:

(1) Direct Labor. This Consists of salaries and wages paid (or accrued) for direct performance of the contract.

(2) Materials and Supplies. This is consumable materials and supplies and equipment. Upon oral or written request, the Agency will identify separately material items over $1,000.

(3) Other. List all other direct costs.

(4) Overhead. Show that amount of the billing which is overhead.

(h) Amount Billed for Current Period.

Insert the amount billed for adjustments and adjusted amounts for the period.
