" Vendor Inspection of Fisher Controls International," NRC-03-89-029 In accordance with Section G.6, Task Order Procedures, of the subject contract, this letter definitizes Task Order No.12.

The effort shall be performed in accordance with the enclosed Statement of Work and Parameter Inc.'s technical proposal dated June 15, 1993 incorporated herein by reference.

I Task Order No. 12 shall be in effect from the date of this letter through September 24, 1993 with a cost ceiling of $12,784.56. The amount of $12,454.96 represents the estimated reimbursable costs, the amount of $40.64 represents the facilities capital cost of money, and the amount of $288.96 represents the fixed fee.

BACKGROUND Fisher Controls International, Incorporated (Fisher) manufactures American Society of Mechanical Engineers (ASME) Class 1, 2 and 3 control valves, process control electrical and pneumatic monitoring devices and safety-related valve actuator assemblies for sliding stem and rotary shaft applications. NRC Vendor Inspection Branch (VIB) Inspection Reports 99900105/88-01 and 86-01 discuss previous NRC inspections of Fisher.

In January 1993, Fisher contacted NRC staff to discuss two confirmed errors found in their computer input data for seismically qualified valves supplied to the Westinghouse Electric Corporation and possibly others for nuclear plant safety-related applications.

OBJECTIVE The objective of this task order is to obtain technical expertise from t

Parameter, Incorporated (Parameter) to assist the staff in conducting a review of the Fisher seismic qualification reports and design bases, open issues from Report 99900105/88-01 concerning valve actuator sizing and valve stem packing friction forces, manufacturing system controls, receipt inspection, adequacy of its 10 CFR Part 21 program, and other activities and records associated with Fisher activities.

TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REOUIRED Parameter shall provide one qualified mechanical engineer with experience in Vendor Inspection Branch (VIB) inspections, actuator sizing, and the Fisher valve stem friction force issue that is discussed in NRC Report 99900105/88-01 who will participate in a one week inspection, up to three days of preparation and five days of documentation of the inspection. The preparation start date shall be no later than July 1,1993, and task order completion before September 24, 1993.

It is the responsibility of the contractor to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work specified in the S0W. The NRC will rely on representations made by the contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurate and truthful.

WORK REOUIREMENTS AND SCHEDULE

- Parameter shall assist the NRC staff in an inspection at the facilities of I

Ficher in Marshalltown, Iowa. Parameter personnel will meet with the NRC Team Leader and prepare for the inspection, assist the staff during the inspection and document the results. The inspection will generally consist of Reviewing licensee purchase orders (PO) documents, specifications, requirements, and associated vendor documents.

determine whether deviations were dispositioned in accordance with procedures.

Inspecting manufacturing process controls for QAfQC controls in the safety-related products.

Reviewing engineering records, calculations, and associated documents to evaluate the adequacy of calculation input data.

Evaluating the adequacy of valve actuator sizing and valve stem friction force calculations. '

The inspection is currently scheduled for July 11-16, 1993.

TASK COMPLETION SCHEDULE 1.

Prepare for inspection at Fisher by Friday of the week reviewing Vendor's QAM, IEEE and NRC prior to the in'spection requiraments and background information provided by the NRC Team Leader.

DELIVERABLES 1.

The Parameter engineer shall provide an informal exit meeting input and outline of activities to the NRC Team Leader in a format provided by the NRC Team Leader.

2.

The Parameter engineer shall provide a formal inspection report to the NRC Project Manager with a copy to the NRC Team Leader in a format i

specified by the NRC Team Leader.

Parameter shall submit all reports and documents in draft form to the NRC Project Manager with a copy to the lir,C Team Leader. The contractor shall incorporate NRC comments on the draft into the final report and submit the report to the NRC Project Manager with a copy to the Team Leader.

MEETINGS AND TRAVEL The following meetings and travel are anticipated:

Pre-entrance meeting at the hotel in the Marshalltown, Iowa area.

One, six-day trip to Marshalltown, Iowa for the audit at Fisher.

NRC FURNISHED MATERIALS All necessary information will be provided by the NRC Team Leader.

OTHER APPLICABLE INFORMATION The work specified in this S0W is not licensee fee recoverable.-
