You are hereby authorized to commence work under the subject Task Order effective May 1, 1993 with an established ceiling of $12,480.00.
In accordance with Section G.6, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 18.
This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's proposal dated April 7,1993, incorporated herein by reference.

BACKGROUND The Duke Power Company (DPC) topical report DPC-NE-2005P, " Duke Power Company Thermal-Hydraulic Statistical Core Design Methodology," September 28, 1992, describes the DPC thermal-hydraulic statistical core design methodology which will be used and in licensing applications for The DPC Catawba, McGuire, This methodology uses the models and thermal-Oconee plants.

Preliminary discussions with the NRC Technical Monitor before formal action (e.g. submitting questions) are encouraged.
Subtask 2 Final Review September 30, 1993 The contractor will thoroughly review the topical report and any clarifying documentation provided by the licensee in response to questions.
If necessary, additional questions may be generated to clarify licensee responses or to obtain additional descriptive information to complete the TER._ Such questions,,1f any, should

status report will be provided, and the draft TER discussed below under Subtask 3 will constitute the deliverable documentation for this subtask as well as for Subtask 3.
The review may also involve contractor discussions with the licensee, at the arrangement of the Technical Monitor, to clarify technical issues involved in the review.
Subtask 3 Draft TER October 29, 1993 Based on the results of the above subtasks, the contractor shall prepare a draft TER discussing the results of the topical report review including review of any supplemental information supplied by the licensee.
The draft TER should be in accordance with NRC Manual Chapter 3202, "Publicatinn of Unclassified Regulatory and Technical Reports Prepared by NRC Contractors."
The draft TER shall document the review effort, findings, conclusions and recommendations, with bases, on the acceptability of using the topical report for performing SBLOCA analyses for the DPC plants identified in the background section of this SOW.
Care should be taken to avoid inclusion of the licensee's proprietary information in the draft TER.
The draft TER shall be prepared and sent to the NRC Technical Monitor for review and comment.
Subtask 4 Final TER Ncvember 30, 1993 the Upon receipt of comments from the NRC Technical Monitor, contractor shall prepare a final TER which addresses the NRC Technical Monitor's comments.
The TER should be in accordance with NRC Manual Chapter 3202, " Publication of Unclassified Regulatory and Technical Reports Prepared by NRC Contractors."
The contractor will submit one reproducible and four reproduced copies of the final TER to the NRC Project Manager.

The level of ef fort is extended to 3 person weeks over a 7 month period.

-4 The contractor will verbally report the progress of each subtask at least once prior to completing the subtask to the NRC Technical Monitor.
This is in addition to the verbal report explicitly specified in Subtask 2.
(c) Draft TER See Subtask 3, above.
(d) Final TER Upon completion of this review effort, the contractor will submit a final TER for the topical report reviewed to the NRC Project Manager as discussed in Section 3, Subtask 4 of this document.
j (e) Monthly Business Letter Report A monthly business letter report is to be submitted by the 15th of the month to the NRC Project manager. The report will contain the following:
A listing of any efforts completed during the period, including milestones reached.
The amount of funds expended for manpower and computer services, both during the period and cumulative to date.
Any problems or delays encountered or anticipated.
A summary of progress to date, and Plans for the next reporting period.
6.
Meetinos and Travel Two one-person trips to the NRC headquarters in Rockville, Maryland, should be planned and budgeted for meetings to resolve open issues.
If used, these meetings will be of one or two days duration.
Dates will be mutually agreed upon between the NRC Project Manager and the contractor.
7.
NRC Furnished Materials The NRC will provide all necessary materials to facilitate successful completion of this project.
This will include topical report DPC-NE-2005P.
