In.accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes task o: der number I with an established ceiling of $80,615.00. This effort shall be performed in accordance with the enclosed statement of work, the contractor's proposal dated March 1, 1993, and best and final offer dated 3/25/93, incorporated herein by reference.

2 BACKGROUND Significant amounts of strong ground motion data have become avai?able in recent years.
In the eastern U.S. these ground motion data sugges? that for moderate size nearby earthquakes the Regulatory Guide 1.60 spectral shape may be too conservative at low frequencies and not conservative enough at high frequencies. The NRC staff needs a software package to i
process ground motion recordings to obtain response spectra for comparison to the tegulatory Guide 1.60 spectra and other standard i
spectral shapes. The staff can then recommend possible changes in Regulatory Guide 1.60.
OBJECTIVE The objective of this task order is to obtain technical assistance from SEA in the field of processing ground motion data to develop a software package for use on NRC computers to process stre.1g ground motion recordings. The products will be a data base of sample strong ground motion recordings and a software package to read, correct and analyze the data.
TECHNICAL AND OTHER SPECIAL OUALIFICATIONS REOUIRED SEA is to provide up to two experts with background and experience in 4
processing strong ground motion data and developing computer software.
It is the responsibility of the contractor to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work specified in this 50W. The NRC will rely on representations made by the contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.
