45TH ACNW MEETING FOLLOW-UP ITEMS Based on discussions regarding methods for improving implementation and follow-up of ACNW recommendations, a summary of " Actions, Agreements, Assignments, and Requests" made during each ACNW meeting is sent to your office following each meeting.
Attached is a summary of the " Actions, Agreements, Assignments, and Requests" made at the 45th ACNW meeting, July 29-30, 1992, that deal with requests made of the NRC staff or matters that are pertinent to NRC staff activities.

During its 45th meeting, July 29-30, 1992, the Advisory Committee on Nuclear Waste discussed several matters and completed the memoranda noted below.

HIGHLIGHTS OF KEY ISSUES CONSIDERED BY THE COMMITTEE 1.
Review of NRC Staff Technical Position on Geoloaic Operations Area Uncercround Facility Desian - Thermal Loads The Committee was briefed by the NRC staff on the NRC staff technical position on geologic operations area underground facility design (thermal loads).
A memorandum was issued.

Meetina with the NRC Federal Liaison Manaaer Ms. Maria Lopez-Otin, Office of State Programs, briefed the Committee on the role of the Federal Liaison Manager, particu-larly her interaction with the Federal Coordinating Council on Science, Engineering, and Technology (FCCSET).
Dr. Hinze indicated an interest in learning whether there are any activities underway to preserve the data on environmental radionuclide contamination in the former Soviet Union.

Lopez-Otin offered to provide the information, if available.

Comorehensive Systems Analysis of the Hich-Level Radioactive Waste Management and Disposal Procram The Committee continued its discussion on the supplemental re-quest from Chairman Selin, made during the Commission meeting on April 24, 1992, for an identification of the elements the Committee believes should be in a full systems analysis.

DOE's Site Characterization Plan The Committee completed a report discussing the' status of the progress made on the DOE's Site Characterization Plan for the proposed high-level radioactive waste geologic repository at Yucca Mountain, Nevada.

ACNW Future Activities i
The Committee discussed a proposed agenda for the 47th e
ACNW meeting, tentatively scheduled to be held on October 21, 1992, at the St. Tropez Hotel, Las Vegas, Nevada.

The Committee agreed to change the dates for the 48th ACNW meeting from November 19-20, 1992, to November 16-17, 1992.
This change will allow several members to attend the Nuclear Waste Technical Review Board meeting in Las Vegas.
Mr. Raymond Fraley advised the members that the meeting e
with the Commission has been tentatively scheduled to be held during the 49th ACIN meeting, December 17-18, 1992.
The Committee reconfirmed it's interest in being briefed o
on the NRC HLW staff's position on penetration of the Calico Hills tuff, and the staff's review of DOE's Calico Hills / Risk Benefit Analysis.
e The Committee expressed interest in a briefing on the lessons learned from the withdrawal of the Below Regula-tory Concern (BRC) policy.
It was suggested that this could be addressed at the September meeting presentation on the enhanced participatory rulemaking process.
The Committee expressed interest in being provided with e
additional information on the NUMARC report on the enhanced participatory rulemaking process for possession only licenses for nuclear power plants.
Appendix A summarizes the proposed items endorsed by the Committee for the 46th ACNW Meeting, September 23-25, 1992, and future Working Group meetings.

FUTURE SCHEDULE 46th ACNW Committee Meeting September 23-25, 1992 (Tentative Schedule)
Sitino of a LLW Disposal Facility (Open)
The Committee will be briefed by a representative of the Connecticut Department of Health Services on a State health department's role and perspectives on siting a LLW disposal facility.
Carbon-14 Release Limits (Open)
- The Committee will discuss with EPA representatives the results of the Science Advisory Board's f
recent consideration of carbon-14 release limits from a HLW 7
geologic repository.
Comprehensive Systems Analysis of the Hich-Level Radioactive Waste Manacement and Disposal Procram (Open)
- The Committee will con-tinue its discussion on the supplemental request from Chairman Selin, made during the Commission meeting on April 24, 1992, for an identification of the elements the Committee believes should be in a full systems analysis.
Site Decommissionina Manacement Plan (SDMP)

The Committee will be briefed by the NRC staff on the Site Decommis-sioning Management Plan.
Generic objectives and examples will be considered.
j Enhanced Participatory Rulemakina (Open)
The Committee will be briefed on plans for an enhanced participatory rulemaking process on the residual contamination limits for decommissioning.
Reculatory Guide on ALARA Criteria for Material Licensees (Open)
The Committee will review a proposed regulatory guide on 10 CFR Part 20, ALARA Criteria for Material Licensees.
ACNW Four-Month Plan (Open)
The Committee will prepare its next four-month plan to the Commission for the period September-December 1992.
Committee Activities (Open/ Closed)
The Committee will discuss anticipated and proposed Committee activities, future meeting agenda, and organizational matters, as appropriate.
Also, the members will discuss matters and specific issues that were not completed during previous meetings.

l Working Group Meetings Potential for the Presence of Natural Resources at a HLW Repository Site, October 20, 1992, St. Tropez Hotel, 455 E. Harmon Avenue, Las Vegas, NV (Howard Larson/Lynn Deering)
The Working Group will discuss methodologies for the assessment of the potential for the presence of significant natural resources at the proposed high-level waste repository site at Yucca Mountain.
The relationship between future exploration for such resources and the potential for human intrusion will be emphasized.
l The Impact of Lona-Rance Climate Chance in the Area of the Southern Basin and Rance, November 18, 1992, 7920 Norfolk Avenue, Bethesda, MD (Giorgio Gnugnoli)
The Working Group will discuss the i
historical evidence and the potential for climate changes in the Southern Basin and Range and their associated impacts on the anticipated performance for the proposed high-level radioactive waste repository at Yucca Mountain.
