I commend the staff for their thorough analysis of the policy issues contained in SECY-93-087.

I generally agree with the comprehensiv.e and well-conceived vote of Commissioner Remick, with the following additional comments-I.N Inservice Testing j
I I recommend deferring consideration of the staff's proposal until receipt of the Commission paper on RTNSS.

I agree with Commissioner Remick's modified position on the condition that it can be met with a relatively simple system for l
drawing a sample (not necessarily a pressurized sample) to r
l determine gross presence of gases.

I fully agree with the modifications made by Commissioner Remick except that I would revise his insert for part two to read:
"using best-estimate methods";
i.e. delete "probabilistic".

Meeting with Industry l
I also support Commissioner Remick's last comment concerning meeting with industry to ensure common understanding of these j
requirements.
Staff should consider republishing the resolved issues portions of SECY-93-087, as modified by Commission comments, and any other clarifications resulting from staff review and industry questions, to memorialize these positions for j
the future.
