Dear Mr. Metzler:

The Radiation Protection Branch (PRPB) in the Office of Nuclear Reactor Regulation (NRR) of the Nuclear Regulatory Coamission (NRC) oversees the nuclear reactor industry, focusing on radiation concerns, including respiratory protection issues..A member of my staff, Jim Wigginton, discussed the recent Luxfer SCBA cylinder cracking problem and the resultant NIOSH User Notice with the NIOSH lead engineer, Mr. Tim He inar.

After providing us with the needed technical insight and information, the discussion then turned to the possibility of placing certain NRC licensees on the NIOSH mailing list for your generic communications to respirator users.

Mr. Merinar cuggested that your branch woulo consider such a request and that I should forward such a list to you for your consideration.

Please find enclosed, two lists consisting of a total of 98 NRC licensees (including reactors, fuel facilities, and uranium mills) that are routine users of respiratory equipment, and that would certainly benefit from receipt of your agency's warning notices.

Please note that we suspect that some of those on tne enclosed list may already be on NIOSH's mailing list.

The NRC has no direct method (short of calling each licensee) of knowing which licensee is on your list, but certainly if your office ccn easily avoid duplicating addressees, please do.

Additionally, my branch would like to receive your notices so that we can be aware of these important issues and distribute them to the appropriate technical groups within the NRC.
