DECENTRALIZATION OF CONTRACT MANAGEMENT FUNCTIONS AND DUTIES WITHIN l
l THE OFFICE OF NUCLEAR REACTOR REGULATION i
Starting June 1, 1993, certain contract management functions and duties i
performed by the Technical Assistance Management Section (TAMS) under the.
Program Management, Policy Development and Analysis Staff (PMAS), Office of Nuclear Reactor Regulation (NRR), are being decentralized and shifted to the technical divisions.
Initially, the Division of Engineering and the Division of Systems Safety and Analysis will assume the project management function j
l previously centralized and performed in TAMS. The other NRR divisions will j
undergo a longer transition period and will assume the project management t
function by October 1, 1993. TAMS will continue to perform the project management function for these divisions until the decentralization is l
complete.
l The primary purpose for the decentralization is to place the contract monitoring and oversight function within line management, thus. giving the NRR division directors complete authority over their use of techn1 cal assistance
]
funds. What this means for your organization is that there will no longer be a designated project manager in TAMS serving as the point of contact for J
processing and managing / monitoring individual contract actions. However, TAMS l
will continue to provide an overall coordinating role to assure consistency of l
approach. You will be informed of your point of contact as assignments are made.
As part of this decentralization, the divisions intend to assign the technical monitoring function and duties, currently being shared and performed by botn the TAMS project manager and the technical monitor, to the division technical monitor using a new title of project officer.
It is also the intent of the divisions to assign the purely contractual function and duties of the TAMS project manager (e.g., preparing the contract documents, participating in the negotiations, resolving contractual and financial issues, processing vouchers) to program managers who will report directly to the division directors. They will serve as your point of contact for contractual and financial matters for qj gl their division's technical assistance program.
