Dear Mr. Hink:
I am responding to your letter of May 7,1993, to Chairman Selin regarding staff recommendations contained in a paper from the staff to the Commission, SECY-93-104 dated April 20, 1993.
The Commission has given guidance to the staff in a memorandum of June 9, 1993. The staff has responded to this guidance and has established a plan for continuing review activities to prepare for a CANDU 3 design certification application.
The staff's intent is to continue to review the design ma.terials that AECLT has already submitted and to request additional materialias necessary to provide preliminary resolution of important policy and technical issues.
To make available useful staff conclusions as early as possible, the staff intends to issue several reports, each covering several issues, rather than issuing one preapplication safety evaluation report (PSER). We would like to arrange a meeting with you in the near future to discuss this approach.
To plan resources for 1994 and beyond, we need confirmation of your previous correspondence, in which you indicated that you intend to apply for a design certification application in 1994. To support your intent to submit this application in 1994, we intend to assign a project manager and several technical reviewers full time through approximately June 1994.
This will result in PSER-level conclusions on the applicable policy and technical issues o

Mr. A.D. Hink June 22, 1993 discussed in SECY-93-092, as well as other matters, for example, selected
" equivalent safety issues" listed in your letter of November 19, 1991. The Office of Nuclear Regulatory Research will continue to develop information in appropriate areas to support staff positions developed by the Office of Nuclear Reactor Regulation on licensing-related issues, including the development and benchmarking of computer codes.
