Vogtle Electric Generating Plant Fitness For Duty Program The data generated under the Fitness For Duty program from January 1993 through June 1953 has been reviewed and analyzed.

l The random pool contains not only those badged for unescorted access, but ah o those who may, in an emergency condition, be called upon to work at the site and may require unescorted access. Contractors without approved prograrr.s are included in the test pool while on site. Testing is performed on a nominal weekly basis to include swing shifts, weekends and holidays at a rate which will equal 100% yearly of the total population.

l Management actions relative to determination of fitness for duty have been I

limited to the confirmed positive test results identified by the program on regular full time employees. Contractor employees screened as positive are denied access and no further action is taken.

Management actions during the reporting period involved two licensee employees. One licensee employee was confirmed positive on a follow-up urine test and was terminated. The second licensee employee was confirmed positive on a random collection, was referred to the Employee Assistance Program and was returned to work while attending an outpatient alcohol l

education program.

There were two occurrences where a performance test specimen (certified by the supplier to be positive and screened on site to be positive) was reported as negative by the Department of Health and Human Services (DHHS) certified laboratory used by Southern Nuclear Operating Company. Southern Nuclear Operating Company is the Fitness-For-Duty contractor for Georgia Power Company.

An investigation was conducted regarding these occurrences.

It was l

determined that both certified blind performance specimens contained amphetarrine (2083ng/ml) and methamphetamine (1961ng/ml) at required levels.

DHHS federal regulation requires the use of three ion fragments in determining an amphetamine positive result; however, which three fragments are not specified. The certified laboratory used by Southern Nuclear could l

not identify one of the three fragments necessary to determine the samples as positive; therefore, the samples were ruled as negative by the laboratory.

Both specimens were screened on site as positive and screened as positive on two initial screens by two different methods at the confirming laboratory.

Southern Nuclear has requested the confirming laboratory to reconsider the use of the 91 ion fragment in determining amphetamine positives and select an ion with less aptitude to interference.

A report of unsatisfactory performance testing was submitted to the NRC on July 2, 1993.
