VISIT TO UNIVERSITY OF MARYLAND On June 21, 1993, staff members from NRR/0NDD, NRR/PRPB, and Region I met with representatives of the Radiation Protection Office (RPO) and Research Reactor at the University of Maryland (UM). The enclosure lists the attendees at the meeting. The purpose of the meeting was to visit a typical, small non-power reactor (NPR) to discuss the status of implementation of the new 10 CFR Part 20. The Radiation Safety Officer believes that they are about half complete with their preparations for implementation.
UM runs the radiation protection program for the campus including oversight at the reactor with approximately three FTE. Radiation Safety is part of the University Environmental Health and Safety Office and serves about 120 radioisotope users on campus in addition to the reactor. The reactor staff conducts day-to-day activities such as routine surveys.
The RPO staff awareness of the new Part 20 is from reading and self study.
Some staff members received formal training in 1986. At the time of our visit, the RPO staff had not seen the NRC series of questions and answers (Q&As) about the new Part 20 or was aware of the effort to rewrite the American Nuclear Society radiation protection standard to reflect the changes to Part 20. Since this visit, the ONDD staff has issued a copy of the Q&As to all NPR licensees.
The NRC staff was made aware of a number of areas where the UM staff was experiencing problems in interpretation of the new regulations. The NRC staff member from PRPB provided information on how to submit questions concerning the new Part 20 to NRC. UM was having difficulty understanding the new regulations in the areas of internal dose assessment, paperwork and recordkeeping, and boundaries.

UM suggested that NRC offer some type of training or workshop for NPR licensees or make available to licensees changes to the inspection program manual and any temporary instructions issued to inspectors concerning the new Part 20. This inspector information would provide insight on how NRC interprets the changes to the regulations. The NRC staff replied that they will offer information at the annual meetir.9 of the Organization of Test, Research, and Training Reactors in the fall and will make available to licensees any inspector guidance that is released to the public.
The staff believes that another visit to a small NPR should be arranged to confirm that the VM experience is typical.
