SUMMARY
OF MANAGEMENT ACTIONS
. 1.
Initiatives Taken Annual audit completed by independent auditors which induded a FFD technical specialist from,
e another utility. Enhancements made to the program as a result of this audit included deletion ;
of ph and specific gravity testing at the collection site, the relocation of a cabinet for personal '
belongings and revision to the consent form. The auditors identified that the "J-4" breathalyzer,,
used for the initial breath test, was not on the conforming products list provided by NHTSA. '
The J-4 however did meet accuracy standards and was approved by the State of Maine. The.
J-4's were immediately removed and replaced with devices listed by NHTSA. An investigation of past initial test results was completed and reviewed against the confirming test results. It was determined that the J-4 readings had no impact on confirmatory breath tests and that there was no overall degradation to the FFD Program.
Negotiated new contracts for testing, collection and OA services. As a result, professionalism e
ancf custorner responsiveness were greatly enhanced.
Completed six month position rotation which included the FFD coordinator. The rotation L
benefited cross training efforts and orovided an additional independent review cithe Fitness For Duty Program.
II.
Administrative Action i
A licensee employee brought a co-workers gym bag into the gatehouse which contained a e
change of clothes and, unknown to the employee carrying the bag, an unopened bottle of alcohol. Security personnel discovered the bottle during the search process and notified appropriate management. The bottle of alcohol did not enter the protected area.
- An unusual occurrence report was initiated. It was determined that this was an inadvertent-violation o policy. The alcohol was removed from the gatehouse.
- Fitness For Duty disciplinary procedures were revised to address inadvertent or unknowing possession of alcoholin company buildings or in the protected area.
A contractor selected for a random test failed to report to the collection site within the allotted time.
After appropriate investigation, the individual was placed on an accelerated, unannounced testing schedule.

Lessons Leamed Continued enhancements to the FFD program em be made as the result cf creative methods of assessing the effec:iveness and efficiency of tne program, i.e. job rotatians/ cross-training.

Effectiveness Evaluation The Maine Yankee FFD program continues to effectively meet both the requirements and intent e
of 10CFR26. The flexib;lity of the program enhances the companys ability to effectively ensure the safety of employees and to emphasize the importance of the FFD program. The Company's commitment to critical self assessment ensures continued improvements to the program.
