t SUPPLEMENTAL COMMENTS TO BALTIMORE GAS AND ELECTRIC'S SEMI-ANNUAL REPORT 01/01/93-06/30/93

We reported in the 7/1/92-12/31/92 Semi-Annual Report that we were awaiting the results of the HHS investigation of an amphetamine proficiency reported as negative. The HHS certified laboratory had added a periodate oxidation step to guard against intederence from over-the-counter products. Although the sample was positive, the ion ratios in the mass spectrometry failed to meet the qualifying standards and thus the sample had to be reported as negative. The HHS investigation concluded that this incident was an unusual occurrence that was not significant. Upon our initial notification of the inaccurate results to the certified laboratory, the laboratory had instituted a step in the procedure that required a retest of a sample without the periodate oxidation process if the sample was positive, but the ion ratios were not with in the required range. HHS did not recommend any further action.
The Region i FFD group had its second meeting at Calvert Cliffs Nuclear Power Plant in May. A charter was adopted and officers were elected. Dr. Donna Bush, Chief, Drug Testing Section, SAMHSA spoke to the group on a variety of issues associated with drug testing and laboratory certification. The group spent the remainder of the time sharing the variety of ways their utility has implemented different aspects of 10 CFR 26 and sharing concerns with the program. The group will meet semi-annually.
